HB 2903: Relating to adjustment of classification of management service employees during an economic emergency.

Grants the Governor authority to declare an economic emergency. Authorizes state agencies to reclassify management service employees to at-will employment status and to adjust staffing levels of management service employees. Requires a state agency that reclassified management service employees to at-will employment status to review personnel adjustments made during the economic emergency to determine the value of those adjustments and to report findings to the Governor and the Legislative Assembly.

HB 2029: Relating to audits of claims for reimbursement of the costs of behavioral health treatment; prescribing an effective date.

Imposes requirements and restrictions on insurer and coordinated care organization audits of claims for reimbursement submitted by behavioral health treatment providers. Directs the Oregon Health Authority to collaborate with health care providers that provide care to medical assistance enrollees, coordinated care organizations, community groups that advocate for diversity and health equity and health care industry representatives to develop recommendations for processes by which payers audit health care providers' claims for reimbursement. Takes effect on the 91st day following adjournment sine die.

SB 225: Relating to taxable income exemption for military taxpayers; prescribing an effective date.

] Exempts from state income tax up to $17,500 in federal retirement pay or pension received for service in the Armed Forces of the United States for a taxpayer who is receiving federal retirement pay or pension for service in the Armed Forces of the United States and who has [ not ] attained 63 years of age before the close of the taxable year [ for which a return is filed ]. Applies to tax years beginning on or after January 1, 2025. Takes effect on the 91st day following adjournment sine die.

HB 2769: Relating to emergency management; declaring an emergency.

Directs the Oregon Business Development Department to develop a registry of small businesses interested in receiving communications relating to emergency management. Directs the department to use the registry to communicate information relating to emergency management to small businesses. Directs the department to develop and implement a program to provide grants and assistance to small businesses to strengthen emergency resilience. Declares an emergency, effective on passage.

HB 3982: Relating to transportation.

Redirects revenues from the bicycle excise tax, tax on wages and vehicle privilege tax to the State Highway Fund. Directs the Department of Transportation to use redirected funds for specific purposes related to highways. Creates the Trucking Overpayment Credit Account. Directs the department to provide refunds to taxpayers who overpaid weight-mile taxes. Directs the Oregon Department of Administrative Services to decrease either the weight-mile tax or the motor vehicle fuel taxes if the highway cost allocation study indicates that a vehicle class is paying more than its fair share for the use of the highways in the state and the Legislative Assembly does not enact a measure to correct the imbalance within 120 days of the Joint Committee on Transportation receiving a report on the study. Revises the formula for weight-mile taxes. Provides for diesel fuel to be taxed in the same manner as gasoline. Modifies the definition of "combined weight" for purposes of motor carrier regulation. Allows the Department of Transportation to use a motor carrier's registration card as the tax enrollment document instead of the vehicle's weight identifier. Eliminates reinstatement fees for weight identifiers.

HB 2597: Relating to reimbursement rates for dental services; prescribing an effective date.

Directs the Oregon Health Authority and coordinated care organizations to reimburse dental care organizations for dental services provided to medical assistance recipients at a rate no less than 59.8 percent of the average rate paid by insurers nationwide. Directs the authority to annually review and revise the rates. Takes effect on the 91st day following adjournment sine die.

HB 3331: Relating to catastrophic disaster.

Provides that a percentage of dividends paid by the State Accident Insurance Fund Corporation are redirected to a fund for catastrophic disaster preparedness. Creates an advisory board to advise on expenditures from the fund and on other policy improvements. Directs the advisory board to make recommendations on or before February 1, 2027.

HB 3818: Relating to discipline of children in early childhood care.

Requires the Department of Early Learning and Care to study policies and practices in this state for the suspension or expulsion of children in early childhood care. Directs the department to submit findings to the interim committees of the Legislative Assembly related to child care no later than September 15, 2026.
