HB 2028: Relating to funding for substance use services.

HB 2844: Relating to emergency management; declaring an emergency.

Creates statewide preparedness offices in the Oregon Department of Administrative Services and the Oregon Department of Public Safety Standards and Training. Imposes duties on the offices relating to statewide coordination of emergency management. Creates the Commission on Statewide Intergovernmental Emergency Response Training Facilities and Programming. Directs the commission to develop and carry out a strategic plan for investments to improve statewide emergency preparedness. Creates the Statewide Regional Training Office within the Department of Public Safety Standards and Training. Directs the office to manage and operate facilities for emergency response training. Creates the Task Force on Twenty-first Century Emergency Management Local Governance. Directs the task force to evaluate models for conducting local and regional emergency management operations. Requires all state agencies to designate employees to act as liaisons for emergency management operations or for preparing continuity of governance plans. Requires each county to submit biennial reports on the state of the county's emergency preparedness. Declares an emergency, effective on passage.

HB 3495: Relating to merit-based compensation.

Requires the Teacher Standards and Practices Commission to study the implications and necessary changes of law to establish merit-based compensation for the workforce in kindergarten through post-secondary education in this state. HB 2938: Relating to the payment of wages upon termination.

Permits a collective bargaining agreement to prescribe due dates for the payment of wages upon termination that do not require interpretation. Provides that penalty wages may be imposed against employers who fail to pay such wages by the prescribed due date.

HB 3948: Relating to unmanned aircraft systems; prescribing an effective date.

Increases the penalty for operating an unmanned aircraft system over a critical infrastructure facility that is a correctional facility or youth correction facility. Makes the crime punishable by a maximum of five years' imprisonment, $125,000 fine, or both. Provides that, upon conviction, the court shall order that the unmanned aircraft system be forfeited. Takes effect on the 91st day following adjournment sine die.

HB 3812: Relating to school nursing.
