HB 3573: Relating to water resources; declaring an emergency.

Appropriates moneys from the General Fund to the Water Resources Department for specified purposes relating to water resources data collection and monitoring for the biennium beginning July 1, 2025. Declares an emergency, effective July 1, 2025.

HB 3677: Relating to criminal acts committed against certain employees; prescribing an effective date.

Expands the crime of assault in the third degree to include causing physical injury to a public employee. Expands the crime of aggravated harassment to include propelling bodily fluids or another dangerous substance at a public employee. Requires a district school board to have a policy requiring expulsion when a student commits assault against or propels bodily fluids or another dangerous substance at a school employee. Takes effect on the 91st day following adjournment sine die.

HB 2382: Relating to funding services for pregnant persons other than types of abortions on which federal moneys may not be spent; providing that this Act shall be referred to the people for their approval or rejection.

Requires the Oregon Health Authority to establish a grant program for the purpose of making grants to entities that provide services related to encouraging and assisting pregnant persons in carrying their pregnancies to term. Establishes the Pregnancy Assistance Fund and continuously appropriates moneys in the fund to the authority for the purpose of making grants. Specifies a minimum biennial amount that must be deposited in the fund. Specifies that the authority may reimburse abortions as part of this state's medical assistance program only if the abortion is necessary to avoid the impairment of the pregnant person's major bodily functions or if the pregnancy is the result of rape or incest. Refers the Act to the people for their approval or rejection at the next regular general election.

HB 2707: Relating to testing and inspecting fire safety systems in public buildings; prescribing an effective date.

Requires the owner of a public building to periodically conduct inspections and testing of fire dampers, smoke dampers, combination fire and smoke dampers and smoke control systems in the public building. Specifies qualifications for inspectors. Requires an inspector to issue a certificate of compliance if the public building complies with the applicable standards or to issue a deficiency report if the public building does not comply. Specifies a time period within which the public building owner must return the public building to compliance. Punishes violation of the Act with a civil penalty equivalent to five cents for each square foot of occupied space in the public building. Authorizes additional civil penalties for a continuing failure to comply. Takes effect on the 91st day following adjournment sine die.

HB 2359: Relating to school starting times.

Requires school districts and public charter schools to implement a schedule for high schools that does not start regular instructional hours before 8:30 a.m. Directs the Department of Education to provide technical assistance and to award grants related to the implementation of the school starting time requirement.

HB 3672: Relating to public improvement contract preferences for construction materials sourced in this state; prescribing an effective date.

Permits contracting agencies to grant a preference in awarding a public improvement contract to a benefit company organized in this state and with a majority of the benefit company's employees located in this state, or to prospective contractors that fabricate or process construction materials in this state, if the increase in the cost of the construction materials does not exceed a specified percentage. Takes effect on the 91st day following adjournment sine die.

HB 2365: Relating to rural medical provider tax credits; prescribing an effective date.

Adds mental health professionals, naturopathic physicians, pharmacists, medical laboratory scientists and medical laboratory technicians to the types of providers eligible for the tax credit allowed to rural medical care providers. Removes the requirement of hospital consulting privileges applicable to an optometrist claiming the credit. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
