HB 2847: Relating to subtractions for start-up expenditures; prescribing an effective date.

Creates a subtraction from taxable income for start-up expenditures. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

HB 2898: Relating to a public safety task force; declaring an emergency.

Establishes the Oregon All Funds Crisis and Disaster Resourcing Task Force. Directs the task force to review sources of public and private moneys used to support public safety and security in this state, assess the value of existing taxes, fees and other moneys and evaluate outcomes resulting from these funding sources. Directs the task force to make recommendations to the Legislative Assembly for design and implementation of the strategic resources structure necessary to respond to future public safety and security needs. Sunsets the task force on December 31, 2026. Declares an emergency, effective on passage.

HB 2166: Relating to supporting Oregon agriculture; prescribing an effective date.

Requires the State Department of Agriculture to submit a report on the economic competitiveness of Oregon's agricultural sector to a committee or interim committee of the Legislative Assembly related to natural resources no later than December 31, 2026. Sunsets the requirement on January 2, 2027. Takes effect on the 91st day following adjournment sine die.

HB 3583: Relating to domestic violence survivor defendants; prescribing an effective date; providing for criminal sentence reduction that requires approval by a two-thirds majority.

Requires the sentencing court to consider as mitigation evidence whether the defendant was subjected to domestic violence that was ongoing when the criminal behavior occurred and was a significant factor in the criminal behavior, and the criminal behavior was directed against the domestic violence perpetrator. Provides that such evidence constitutes substantial and compelling reasons justifying a downward departure sentence. Authorizes the court to impose a lesser sentence even if there is a mandatory minimum sentence or a sentence otherwise required by law. Takes effect on the 91st day following adjournment sine die.

HB 2455: Relating to home occupations on lands zoned for resource uses.

HB 2455 changes Oregon's zoning law to allow property owners in resource-use zones (like farms or forests) to operate home-based businesses without living on the property. Previously, such businesses had to be run by a resident owner or their employee; this bill removes that residency requirement for the property owner. The law keeps existing rules about business size (max five employees), location (in the home or associated buildings), and avoiding interference with other zone uses. It does not permit new structures or affect decisions about changing land zones.

HB 2724: Relating to corporate registration for federal selective service.

Requires every corporation to annually file an affidavit with the Department of Revenue attesting that the corporation has registered or attempted to register with the United States Selective Service System. Directs the department to disallow all state corporate excise or income tax subtractions and credits claimed by the corporation if the corporation fails to file an affidavit with the corporation's tax return. Allows the corporation to comply with the law by filing an affidavit within three years after filing a return.

HB 2853: Relating to urban growth boundaries.

Authorizes cities to bring certain lands within their urban growth boundaries for light industrial and open space uses. Sunsets January 2, 2037. Sunsets 2011 program under which the Economic Recovery Review Council designated regionally significant industrial areas.

Requires the Oregon Youth Authority to study the demographics of youth receiving services from the authority. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to human services not later than September 15, 2026. Sunsets on January 2, 2027.

HB 3176: Relating to staffing plans for home health care entities; prescribing an effective date.

Requires home health agencies and home hospice programs to establish home health and home hospice staffing committees to develop staffing plans. Imposes penalties for certain violations. Requires the Oregon Health Authority to post the staffing plans to the authority's website and establish an online portal for filing complaints regarding violations. Prescribes a complaint process. Adds enforcement tools for the authority to enforce the home health and home hospice staffing requirements. Permits employees or exclusive representatives of employees of home health agencies and home hospice programs to seek enforcement by the Bureau of Labor and Industries of rules adopted by the bureau regarding meal periods and rest periods. Takes effect on the 91st day following adjournment sine die.

HB 3319: Relating to the authority of the State Accident Insurance Fund Corporation to set premium rates.

Permits the State Accident Insurance Fund Corporation to evaluate the risk the corporation has insured for employers during the past three years and reduce the premium the corporation charges the employer to reflect any reductions or mitigations in risk that result from an agreement between the employer and the corporation. Permits the corporation to specify in an agreement with the person that owns a new business or that assumes ownership of an existing business conditions under which the corporation will charge the person a reduced premium rate for a probationary period during which the corporation evaluates the person's adherence to the terms of the agreement.
