HB 2890: Relating to small business economic development in rural areas of the state.

Authorizes the Oregon Innovation Council to make grants to small businesses for seed and start-up capital and gap funding to create and support invention, innovation and economic development in rural areas of this state. Authorizes the council to provide monetary awards to the winners of contests that are designed to attract invention, innovative and entrepreneurial solutions and opportunities in rural areas of this state. Establishes the Oregon Fund for Rural Small Business Development. Continuously appropriates moneys in the fund to the council to implement the grant program.

HCR 20: Amending Legislative Branch Personnel Rule 27 and adopting Legislative Branch Personnel Rule 27-C.

Digest: The measure makes changes to LBPR 27 to limit the role of secrecy in investigations made under the rule. The measure says that a person being investigated has a right to a lawyer, with the costs paid for by the LEO, a right to discover evidence and question witnesses and a right to appeal to a court. Provides that a respondent who is subject to remedial measures has the right to appeal the determination to a court for de novo judicial review. Provides that a person subject to the rule may not be accused of violating the rule for the same conduct that was previously not found to violate the rule.

HB 3500: Relating to city councillors seeking reelection before the expiration of their current term; prescribing an effective date.

Provides that a city councillor may not seek reelection prior to the last election held before the expiration of the councillor's current term.
