HB 2053: Relating to the health of minors.

Creates the offense of a minor purchasing or attempting to purchase, possessing or attempting to possess or using in public an alternative nicotine product, inhalant delivery system or tobacco product. Punishes violation by a maximum fine of $50, community service or participation in a health promotion and risk reduction program, or a combination thereof.

HB 2058: Relating to conforming estate tax to federal basic exclusion amount; prescribing an effective date.

Provides that, for the estates of decedents dying on or after January 1, 2026, Oregon estate tax is not due unless the value of the Oregon taxable estate exceeds $13.99 million. Raises the threshold for the filing of an estate tax return to a gross estate valued at more than $13.99 million. Takes effect on the 91st day following adjournment sine die.

Requires a political subdivision that imposes an income tax to conform to statutory provisions governing the determination of net income. Repeals authority of a metropolitan service district to impose an income tax. Applies to an ordinance imposing local tax that has not received approval of electors of a political subdivision before January 1, 2025. Takes effect on the 91st day following adjournment sine die.

HB 3597: Relating to electric vehicles; declaring an emergency.

] [ Requires the Department of Environmental Quality to study electric vehicles. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment not later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Authorizes the Department of Environmental Quality to reduce the amount of rebates available under zero-emission vehicle rebate programs, subject to certain conditions. Expands eligibility for the charge ahead rebate. Requires the department to allocate additional moneys from the Zero-Emission Incentive Fund to education and outreach each biennium, unless the balance of the fund is below a certain threshold. Declares an emergency, effective on passage.
