Directs the Department of Consumer and Business Services and the State Department of Agriculture to enter into a memorandum of understanding for the administration and enforcement of the safety and health standards for agricultural labor housing. Establishes the Office of Quality Assurance as an independent office within the Judicial Department. Directs the office to conduct audits of noncriminal proceedings in the circuit courts and report incidents of judicial bias or egregious behavior to the Chief Justice of the Supreme Court and the Commission on Judicial Fitness and Disability.

Instructs the State Department of Fish and Wildlife to identify certain areas as wildlife management units or herd ranges and undertake predator control in the wildlife management units or herd ranges until certain criteria are met. Directs the Department of Early Learning and Care, upon request of one member of the Legislative Assembly from each major political party, to prepare a child care impact statement for proposed legislation or a state measure. Requires the Secretary of State to print a child care impact statement for a state measure in the voters' pamphlet.
Clarifies that a liquor store's amount of annual sales of alcoholic beverages used to determine liquor store class is not adjusted. Updates the amounts of the monthly base compensation for liquor store agents to amounts established for the 2024-2025 fiscal year. Declares an emergency, effective on passage.
