Removes the Department of State Police as the designated state point of contact for purposes of the National Instant Criminal Background Check System. Directs gun dealers to obtain authorization to transfer firearms directly from the system. Takes effect on the 91st day following adjournment sine die.
Requires the Oregon Department of Administrative Services to study alternative methods to implement retainage provisions in public improvement contracts. Directs the department to submit findings to interim committees of the Legislative Assembly related to public procurement not later than September 15, 2026.
Requires a publicly traded corporation that makes a political expenditure of more than $100 in a calendar year to first obtain approval for the political expenditure from shareholders by an affirmative vote of the majority of shares entitled to vote. Requires a corporation to disclose the amount, recipient and purpose of each political expenditure in excess of $100 in each calendar year. Requires the directors and officers of a publicly traded corporation to disclose a statement of economic interest that provides certain information with respect to the director's or officer's interest in the recipient of the political expenditure or in the candidate or expected change in policy for which the publicly traded corporation made the political expenditure. Becomes operative on January 1, 2026. Takes effect on the 91st day following adjournment sine die.
Directs the Department of Education, in conjunction with various education stakeholders, to develop, administer and maintain a statewide data system for the education workforce in this state.
Modifies the offense of making a false report of child abuse. Punishes a first [ or ] offense by a maximum of six months' imprisonment, $2,500 fine, or both. Punishes a second offense by a maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes a third or subsequent offense by a maximum of five years' imprisonment, $125,000 fine, or both. Takes effect on the 91st day following adjournment sine die.
Establishes the Task Force on Impacts of Ballot Measures 5 and 50. Requires the task force to study the impacts of the ballot measures on local governments and submit a report to the interim committees of the Legislative Assembly related to taxation no later than December 15, 2026. Sunsets the task force January 2, 2027. Takes effect on the 91st day following adjournment sine die.
Establishes the Task Force on Youth Apprenticeship. Requires the task force to submit a report to the interim committees of the Legislative Assembly related to business and labor not later than December 1, 2026. Sunsets on January 2, 2027. Declares an emergency, effective on passage.
Directs the Oregon State Board of Nursing to establish an advisory committee to study the nursing educator shortage and make recommendations to address the issues identified by the committee. Requires a report on the nursing education shortage to the board and to interim committees of the Legislative Assembly no later than March 15, 2026. Directs the board to dissolve the first advisory committee by March 31, 2026. Directs the board to then establish an advisory committee to study recruitment and retention challenges in the nursing workforce and make recommendations to address the issues identified by the committee. Requires a report on the nursing workforce to the board and to interim committees of the Legislative Assembly no later than December 15, 2026. Allows the board to enter into an agreement with a nonprofit organization to convene the advisory committees. Sunsets on June 2, 2027. Directs the Oregon Health Authority to administer a two-year demonstration project in two counties to test whether expanding the scope of compensable services provided by community health workers can improve outcomes for low-income families and children at risk of entering the foster care system. Sunsets January 2, 2030. Takes effect on the 91st day following adjournment sine die.
Requires the Attorney General to adopt and maintain a list of foreign adversaries who are ineligible to receive conveyances of certain land, mineral or water interests. Makes unauthorized conveyances void.
Requires the Department of Education to transfer from the State School Fund to the Talented and Gifted Education Account an amount that equals one percent of the total amount available to school districts as general purpose grants. Establishes the Talented and Gifted Education Account. Prescribes the distribution of the account. Declares an emergency, effective July 1, 2025.
Requires the Department of Environmental Quality to study the climate. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment not later than September 15, 2026. Sunsets on January 2, 2027.
