Directs the Department of Human Services and the Oregon Health Authority to study ways to expedite the eligibility determination process for long term care services and supports. Directs the department and the authority to study needed changes to the regulatory framework for certain facilities that serve residents with complex medical or behavioral health conditions. Directs the department and the authority to study options to expand medical respite programs and to partner with coordinated care organizations and insurers that offer Medicare Advantage Plans for individuals who are dually eligible for Medicare and Medicaid to promote timely and appropriate hospital discharges. Directs the authority to establish a post-hospital extended care benefit to cover a medical assistance recipient's stay in a skilled nursing facility for up to 100 days and seek any necessary federal approval. Declares an emergency, effective on passage.
Directs the Department of Education to develop and implement a standardized method to be used by school districts, education service districts and the department to electronically create, collect, use, maintain, disclose, transfer and access student data. Increases the salaries of state court judges. Provides that the Chief Justice of the Supreme Court has authority to take actions and establish rules that promote judicial accountability and fair and accessible justice services. Declares an emergency, effective on passage.
Amends portions of an Act that restricts management services organizations from owning a majority interest in professional medical entities and that prohibits noncompetition agreements, nondisparagement agreements and nondisclosure agreements between medical licensees and other persons. Makes a prohibition on the use of noncompetition agreements retroactive. Declares an emergency, effective on passage.

Appropriates moneys to a borrowing agency if the agency has insufficient available moneys to repay transferred amounts. Creates an offset against fire protection costs for certain forestland. Removes transfer and reporting requirements relating to the State Forestry Department Cash Flow Repayment Fund. Provides for a grant program for retrofitting of dwellings for wildfire resilience. Takes effect on the 91st day following adjournment sine die.

Reduces the statute of limitations for construction defect actions [ for units in ] by a planned community or condominium. Imposes notice requirements before homeowners or condominium association owners may bring or join a construction defect action. Requires the declarant and board of directors of a condominium association to conduct moisture inspections. Creates special procedural requirements for giving notice to contractors prior to filing construction defect claims if the action is brought by a homeowners association or association of unit owners. Extends the time for a sender of a secondary notice of defect to bring an action against the recipient of the secondary notice of defect.
