Requires the Judicial Department to study ways to improve the efficiency of the process for setting aside convictions. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.
Removes the requirement that architectural paint be collected by a stewardship organization to be excluded from the definition of "covered product" under the packaging, printing and writing paper and food serviceware producer responsibility law. Declares an emergency, effective on passage.
Creates statewide preparedness offices in the Oregon Department of Administrative Services and the Oregon Department of Public Safety Standards and Training. Imposes duties on the offices relating to statewide coordination of emergency management. [ Creates the Commission on Statewide Intergovernmental Emergency Response Training Facilities and Programming. Directs the commission to develop and carry out a strategic plan for investments to improve statewide emergency preparedness. ] Authorizes issuance of lottery bonds to make grants for public safety projects. Creates the Statewide Regional Training Office within the Department of Public Safety Standards and Training. Directs the office to manage and operate facilities for emergency response training. [ Creates the Task Force on Twenty-first Century Emergency Management Local Governance. Directs the task force to evaluate models for conducting local and regional emergency management operations. ] Requires all state agencies to designate employees to act as liaisons for emergency management operations or for preparing continuity of governance plans. Requires each county to submit biennial reports on the state of the county's emergency preparedness. Delays the date on which responsibility for management of the emergency notification system is transferred to the Oregon Department of Emergency Management. Declares an emergency, effective on passage.
Requires the Department of Corrections to study community corrections. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026.
Prohibits a person from denying a real estate licensee access to the multiple listing service because the licensee is not a member of a professional real estate association or organization. Punishes violation of the Act as an unlawful practice under the Unlawful Trade Practices Act.
Requires the Oregon Health Authority to study mental health. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health not later than September 15, 2026. Sunsets on January 2, 2027.
Repeals a manner of committing the crime of harassment. Requires that for a manner of committing the crime of aggravated harassment, the person must create a risk of spreading communicable disease to the victim. Reduces to Class A violation offenses the crimes of failure to appear in a violation proceeding, failure to appear in the second degree, criminal trespass in the second degree, criminal mischief in the third degree, failure to carry a license or to present a license to a police officer and, under specified circumstances, failure to appear on a criminal citation, theft in the third degree, failure to report as a sex offender, driving while suspended and failure to perform the duties of a driver when property is damaged. Punishes by a maximum fine of $2,000.
Requires the Department of Land Conservation and Development to study land use siting of renewable energy facilities that are solar photovoltaic power generating facilities and submit findings to the interim committees of the Legislative Assembly related to land use no later than September 15, 2026.
Requires a public institution of higher education to award academic credit when an enrolled student completed a high school class or participated in a high school program that offered learning and experiences comparable to an introductory communications, public speaking or argumentation course offered at the institution. Requires the institution to award two or four academic credits to each student who participated in specified programs affiliated with national organizations. Prohibits an institution from requiring certain students to take an introductory communications, public speaking or argumentation course offered at the institution as a prerequisite for taking more advanced courses at the institution.
Requires the Housing and Community Services Department to study housing and to report to the interim committees of the Legislative Assembly related to housing by September 15, 2026.
Requires the Oregon Health Authority to study behavioral health. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health not later than September 15, 2026. Sunsets on January 2, 2027.
Requires the Department of Justice to study squatting and submit findings to the interim committees of the Legislative Assembly related to housing no later than September 15, 2026.
