HB 4037: Relating to use of state property for transitional housing accommodations; and declaring an emergency.

Requires Oregon Department of Administrative Services to use reasonable efforts to lease certain unused or underutilized state real property owned by department to City of Salem for use as transitional housing accommodations upon certain terms. Requires other state agencies to assist. Sunsets January 2, 2026. Declares emergency, effective on passage.

HB 4133: Relating to voter registration.

Requires electronic voter registration system to allow qualified individual to register to vote if individual has Social Security number. Requires system to enable individual to register to vote entering only final four digits of Social Security number and to electronically submit image of signature. Authorizes Secretary of State to have system include application allowing approved third-party organizations to submit registration cards electronically on behalf of individuals.

HB 4012: Relating to children's services provider compensation; and prescribing an effective date.

Directs Department of Human Services , in collaboration with Oregon Health Authority and Oregon Youth Authority, to review child welfare ] service provider rate structure ] structures for child caring agencies and submit report to interim committees of Legislative Assembly on or before February 28, 2023. Directs Oregon Health Authority to conduct periodic nursing market rate study and to make annual adjustments to certain Medicaid reimbursement rates. Takes effect on 91st day following adjournment sine die.

HB 4005: Relating to early childhood; and declaring an emergency.

Extends date for transition of Early Learning Division to Department of Early Learning and Care. Extends date by which Early Learning Council is required to establish by rule process for determining true cost of child care compared to market rate cost for purposes of Employment Related Day Care subsidy program. Clarifies authority of Early Learning Division related to day care resource and referral system. Extends date by which Early Learning Division is required to submit report on proposed implementation of prohibition on suspensions or expulsions of children from certain publicly funded early childhood care or education programs. Clarifies entities with which Early Learning Division may share specified information related to child care. Corrects certain statutory cross-references related to Central Background Check Registry. Modifies Employment Related Day Care subsidy program to require certain individuals associated with subsidized care provider to be enrolled in Central Background Registry. Authorizes Early Learning Division to use moneys in Early Learning Account to pay for costs incurred in conducting biennial evaluation related to early childhood support grant program. Directs Department of Human Services to adopt rules to establish reimbursement rates under Employment Related Day Care subsidy program that are specified percentile of market rate cost for child care. Declares emergency, effective on passage.

HB 4056: Relating to distribution of marijuana tax revenues; and prescribing an effective date.

Requires annual adjustment for inflation of amount to be retained, for distribution to cities, counties and other entities from Oregon Marijuana Account, prior to transfer of remainder of account balance to Drug Treatment and Recovery Services Fund. Applies to distributions from Oregon Marijuana Account beginning in 2023. Takes effect on 91st day following adjournment sine die.

SB 1558: Relating to transportation; and prescribing an effective date.

Requires transportation delivery companies and third-party food delivery platforms to meet or exceed specified targets for percentage of service miles provided by zero-emission vehicles. Permits Environmental Quality Commission to modify or delay enforcement of targets. Requires transportation delivery companies and third-party food delivery platforms to report information regarding service miles to Department of Environmental Quality. ] Prohibits department and commission from adopting or enforcing per-person limit on rebates available under zero-emission and electric vehicle rebate program. ] Preempts local governments from imposing per-trip tax, fee or similar charge for rideshare services or food delivery services unless proceeds of tax, fee or similar charge are used only for regulation of rideshare services or food delivery services or funding expansion of electric vehicle infrastructure. ] Provides that enhanced penalty for failure to use vehicle traction tires or chains applies to motor vehicles registered as commercial vehicles or registered as proportionally registered vehicles at time of offense. Repeals citation moratorium for traffic offenses related to documents and credentials that expired during period beginning on March 1, 2020, and ending on December 31, 2020. Amends formula governing transfer of moneys received from motor vehicle dealer privilege tax. Takes effect on 91st day following adjournment sine die.

SB 1514: Relating to employment; and declaring an emergency.

Requires Director of Employment Department to study financial stability of Unemployment Compensation Trust Fund and report findings to interim committees of Legislative Assembly related to employment on or before September 15, 2023. ] Sunsets January 2, 2024. ] Temporarily modifies definition of "compensation," for purposes of pay equity requirements, to exclude hiring bonuses and retention bonuses. Provides that changes to definition apply only to complaints filed with Commissioner of Bureau of Labor and Industries and claims filed in circuit court between certain dates. Declares emergency, effective on passage.

SB 1505: Relating to student athletes; and declaring an emergency.

Requires person that produces intercollegiate sports team jersey, video game or trading card for profit to make royalty payment to student athlete for use of student athlete's name, image or likeness. Modifies definition of "athlete agent" to exclude individual who serves student athlete in advisory capacity on finance, business pursuit or career management decision matters and who is student of educational institution participating in clinic, studio, lab or other program created by educational institution for educational, training or support purposes. Declares emergency, effective July 1, 2022.
