Requires nonprofit corporations that meet certain requirements, including a receipt of public funds, to comply with open meetings law and public records law, to post a copy of the corporation's proposed annual budget to the corporation's public website and to submit to and cooperate with an audit. Applies the provisions of the Act to corporations over a 15-year period, with required compliance during the period depending on the proportion of the budget or revenues of the corporation that comes from public funds. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Creates a credit against personal income tax for the cost of a criminal history record check required by state law for a transfer of a firearm. Creates a subtraction from taxable income for mileage for travel associated with a criminal history record check. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.
Prohibits the claiming of an earned income tax credit by a taxpayer using an individual taxpayer identification number in lieu of a Social Security number.
