HB 4087: Relating to access to emergencies; and declaring an emergency.

Requires, on or after January 1, 2023, officials of public bodies to grant news media representatives access to scenes of wildfires or natural disasters on public lands that are otherwise closed to public. Provides exceptions when access may be denied or when access may be limited to news media representatives who have received basic fire and natural disaster site safety training approved by associations representing professional news media and public safety agencies. Authorizes on-site scene commanders or designees to grant unescorted access to scenes of wildfires or natural disasters to news media representatives who assume own risk and without promise of rescue. Provides that mandated news media access rules do not apply to property owned by specified educational institutions. Directs Department of State Police ] Office of Emergency Management to convene committee of equal numbers of news media and public safety agency stakeholders to develop voluntary guidelines for basic fire and natural disaster site safety training for news media representatives, examples of when circumstances warrant denial of access to news media representatives and other specified topics. Directs stakeholder committee designees to report on work of committee to House Interim Committee on Rules prior to September 1, 2022. Declares emergency, effective on passage.

HB 4123: Relating to coordinated homeless response systems; and declaring an emergency.

Requires Oregon Department of Administrative Services to provide grants for certain coordinated homeless response systems. Requires response systems to report annually to Housing and Community Services Department, Oregon Housing Stability Council and interim committee of Legislative Assembly. Sunsets January 2, 2025. Appropriates moneys for specified response system grants. Declares emergency, effective on passage.

HB 4121: Relating to child support referees.

Authorizes presiding judge of judicial district to appoint child support referee to process or hear certain child support or parentage matters. Prescribes procedure for rehearing following issuance of child support referee order. Directs clerk or court administrator to enter child support referee order in register.

SB 1546: Relating to Elliott State Research Forest; and prescribing an effective date.

Establishes Elliott State Research Forest consisting of lands formerly constituting Elliott State Forest. Declares Oregon State University's Elliott State Research Forest Proposal accepted and amended by State Land Board. Provides for further amendments to proposal by university under certain circumstances. Creates Elliott State Research Forest Authority to administer Elliott State Research Forest. Provides that authority shall be governed by board of directors to which voting members are appointed by State Land Board. Describes duties of board of directors. Provides that board of directors constitutes governing body of authority for purposes of public meetings statutes. Describes duties and powers of State Land Board related to forest. Describes duties of executive director of authority. Describes powers of authority. Provides that requirements of public records statutes apply to authority. Provides that requirements of Administrative Procedures Act do not apply to actions of authority or board of directors. Creates exception allowing judicial review of action principally concerning person's individual rights. Creates exception allowing judicial review of certain other actions. Authorizes board of directors to request revenue bonding to be used for owning, operating or administering forest. Authorizes board of directors to request certain general obligation bonding to be used for owning and operating forest. ] Authorizes use of certificates of participation financing to finance capital projects or purchases related to owning, operating or administering forest. Provides that provisions related to forest become operative on January 1, 2024, only if certain events occur on or before July 1, 2023. Takes effect on 91st day following adjournment sine die.

SB 1545: Relating to workforce development; and declaring an emergency.

Establishes grant programs in Higher Education Coordinating Commission to provide funding for workforce development activities that aim to increase access for priority populations to training opportunities in technology, health care and manufacturing and to workforce development services and benefits. Appropriates moneys from General Fund to Higher Education Coordinating Commission to support grant programs. Establishes Prosperity 10,000 Program in Higher Education Coordinating Commission to be administered by local workforce development boards to provide workforce development services and wraparound supports to program participants. Requires Department of Human Services to incorporate program into statewide plan for SNAP Employment and Training Program and to seek federal reimbursement for percentage of program costs and other eligible activities. Appropriates moneys from General Fund to Higher Education Coordinating Commission , Department of Human Services and Oregon Health Authority for carrying out provisions relating to Prosperity 10,000 Program. Requires commission to distribute moneys appropriated to commission to local workforce development boards not later than 60 days following effective date of Act. Requires Bureau of Labor and Industries to establish and administer grant program to provide financial support for development, expansion and implementation of registered apprenticeship and preapprenticeship training programs in specific industry sectors. Appropriates moneys from General Fund to Bureau of Labor and Industries to carry out provisions related to grant program. Requires Youth Development Division ] Department of Education to develop grant program to award grants to entities that provide youth and young adults from priority populations with increased access to youth workforce programs that offer workforce readiness training and job placement services. Appropriates moneys from General Fund to Youth Development Division ] Department of Education to support grant program. Requires Higher Education Coordinating Commission to establish program to convene industry consortia throughout state to increase training and career opportunities for priority populations. Appropriates moneys from General Fund to Higher Education Coordinating Commission to support program activities. Requires Higher Education Coordinating Commission to establish grant program to award grants to pilot projects brought by local workforce development boards that partner with comprehensive one-stop centers or community-based organizations that hire workforce benefits navigator. Requires Higher Education Coordinating Commission, in collaboration with State Workforce and Talent Development Board, Bureau of Labor and Industries and Youth Development Council, to review programs established under Act and submit report to Governor and interim committees of Legislative Assembly related to workforce development on performance and expenditure outcomes of programs. Declares emergency, effective on passage.

SB 1565: Relating to discrimination based on the use of certain types of currency as payment; and prescribing an effective date.

Makes unlawful practice for place of public accommodation to refuse to accept United States coins or currency as payment for goods and services. Creates limited exceptions. Allows person to file complaint with Commissioner of Bureau of Labor and Industries alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Takes effect on 91st day following adjournment sine die.

SB 1521: Relating to school district oversight; and declaring an emergency.

Authorizes district school board to terminate superintendent without cause only if certain conditions are met. Prohibits district school board from taking specified actions against superintendent when superintendent is acting in compliance with local, state or federal law. Declares emergency, effective on passage.

SB 1549: Relating to health care temporary staffing agencies; and declaring an emergency.

Requires Health Licensing Office to issue temporary staffing agency license ] authorization to qualified applicant. Defines "temporary staffing agency." Prohibits unlicensed ] unauthorized operation of temporary staffing agency. Directs office to adopt rules regulating temporary staffing agencies. Directs office to annually evaluate specified factors and establish maximum rates that temporary staffing agency may charge for services. ] Allows temporary staffing agency to charge to entity fees and amounts associated with entity's hiring of temporary staffing agency's personnel, or pay to entity those fees or amounts associated with temporary staffing agency's hiring of entity's staff members, under specified circumstances. Exempts temporary staffing agency from regulation by Bureau of Labor and Industries. Imposes civil penalties for specified violations. Becomes operative on July 1, 2023. Directs Oregon Health Authority, in collaboration with specified stakeholders, to create report that includes at least policy proposal and certain priorities and submit report to interim committee of Legislative Assembly related to health care not later than December 31, 2022. Declares emergency, effective on passage.

SB 1520: Relating to Oregon's program for redemption of beverage container refund values; and prescribing an effective date.

Requires certain distributors that do not participate in distributor cooperative to provide services for processing and paying refund value for beverage containers. Establishes fees for distributors. Modifies requirements for notices displayed by dealers. Establishes civil penalties for certain distributors that do not participate in distributor cooperative for failing to provide required services. Requires distributor cooperative to report to Legislative Assembly no later than February 15 of each year regarding expansion activities for previous calendar year and expansion priorities for current year. Requires payment of refund value for wine in cans beginning July 1, 2025. Takes effect on 91st day following adjournment sine die.

SB 1518: Relating to building codes; and declaring an emergency.

Establishes Task Force on Resilient Efficient Buildings and specifies task force membership. Requires task force to identify and evaluate policies related to building codes and building decarbonization for new and existing buildings that would enable state to meet greenhouse gas emissions reduction goals while maximizing other benefits. Requires task force to make policy recommendations for legislation to interim committees of Legislative Assembly related to environment before 2023 regular session of Legislative Assembly. Declares emergency, effective on passage.
