HB 4008: Relating to public safety; and declaring an emergency.

Authorizes Commission on Statewide Law Enforcement Standards of Conduct and Discipline to hire executive director and support staff, and to enter into interagency or intergovernmental agreement for provision of support staff. Corrects operative date section reference for certain existing provisions of law. Modifies provisions relating to use by law enforcement agencies of certain crowd management measures. Declares emergency, effective on passage.

HB 4052: Relating to equity; and declaring an emergency.

Requires Oregon Health Authority, guided by advisory committee to be convened by authority, to provide grants to operate two culturally and linguistically specific mobile health units, as pilot program, to improve health outcomes of Oregonians impacted by racism. Specifies membership of advisory committee. Requires authority to study feasibility of expanding mobile health units statewide and to provide interim report on findings to Legislative Assembly by December 31, 2025, and final report by June 30, 2026. Specifies criteria for study. Sunsets January 2, 2027. Requires authority, based on recommendations from task forces convened by Oregon Advocacy Commissions Office, to develop recommendations on how to fund robust culturally and linguistically specific intervention programs designed to prevent or intervene in health conditions that result in inequitable and negative outcomes for individuals who are Black or indigenous, people of color and members of tribes. Requires office to report recommendations to Legislative Assembly by November 1, 2023. Requires authority, no later than November 30, 2023, to report to Legislative Assembly on development of recommendations for funding robust culturally and linguistically specific intervention programs and to report final recommendations by November 1, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

HB 4064: Relating to manufactured structures; and declaring an emergency.

Prohibits local governments from prohibiting siting of prefabricated structures in all residential zones. Expands eligibility for siting manufactured homes and prefabricated structures on lands zoned to allow single-family dwellings within urban growth boundary. Allows siting of prefabricated structures in mobile home or manufactured dwelling parks. Limits improvements that landlord of manufactured dwelling park may require of tenant. Requires Attorney General to update model statement by January 1, 2023. ] Expands eligibility for manufactured dwelling replacement program to allow owners of dwellings destroyed by natural disaster to replace outside of disaster area. Updates certain definitions of manufactured dwellings and manufactured dwelling parks to include prefabricated structures. Declares emergency, effective on passage.

HB 4035: Relating to health care; and declaring an emergency.

Requires Oregon Health Authority, in collaboration with Department of Human Services and Department of Consumer and Business Services , to develop and , subject to approval by Centers for Medicare and Medicaid Services, ] implement process for conducting medical assistance program redeterminations, when federal public health emergency ends, consistent with stated goals of Legislative Assembly. Grants, subject to conditions, specified flexibility to authority and department with respect to timing of redeterminations and timelines for obtaining eligibility information from enrollees. ] Allows authority and Department of Consumer and Business Services to phase in redeterminations and adjust timelines, for up to 90 days, to minimize risk of disruptions in coverage or care for high-risk populations or populations at risk of becoming uninsured. Authorizes temporary waiver of statutory limits on disclosure of enrollee information. Sunsets January 2, 2024. Requires authority and department ] , in collaboration with Department of Human Services and Department of Consumer and Business Services, to develop outreach and enrollment assistance program ] and broad ] specified communications strategy ] strategies , with advice of community and partner work group. Specifies membership of work group. Requires authority and department to provide monthly updates on communications, outreach and navigation assistance activities to interim committees of Legislative Assembly related to health, Medicaid Advisory Committee and Health Insurance Exchange Advisory Committee. ] Sunsets January 2, 2024. Establishes task force to develop proposal for bridge program to provide affordable health insurance coverage and improve continuity of coverage for individuals who regularly enroll and disenroll in medical assistance program due to frequent fluctuations in income. Specifies membership of task force. Requires, no later than May 31 ] July 31 , 2022, task force to submit report with recommendations to interim committees of Legislative Assembly related to health, subcommittee of Joint Interim Committee on Ways and Means related to human services, President of Senate, Speaker of House of Representative and Legislative Fiscal Officer. Sunsets January 2, 2024. Requires authority to submit to Centers for Medicare and Medicaid Services request for federal approval necessary to secure federal financial participation in costs of administering bridge program. Requires authority to implement bridge program upon receipt of federal approval. Declares emergency, effective on passage.

HB 4105: Relating to traffic offenses.

Authorizes duly authorized traffic enforcement agents to review and issue citations based on photographs taken by photo red light cameras or photographs taken by photo radar cameras. Defines "duly authorized traffic enforcement agent." Authorizes duly authorized traffic enforcement agents to present evidence , examine and cross-examine witnesses and make arguments ] in trials relating to citations issued by agent.

HB 4075: Relating to restitution.

Modifies procedures for requesting and ordering restitution in criminal cases. Requires 50 percent of restitution ordered to insurance carriers to be distributed to Criminal Injuries Compensation Account. ] Provides that restitution is Level I obligation for priority of payments on judgments in circuit courts and local courts.

HB 4059: Relating to large-scale project labor standards; and declaring an emergency.

Redefines "large-scale project" as "covered project" for purposes of contractor labor standards. Clarifies application of labor standards based on project's capacity rating. Clarifies good faith exception to required total work hours performed by apprentices. Modifies requirement of when person who constructs or repowers covered project shall provide signed attestation or declaration to within 30 days from date construction begins. Exempts contracts and subcontracts with tribal government, agent or instrumentality of Oregon Indian tribe for covered project on tribal lands from contractor labor standards. Requires request for proposals by electric company for resource procurement subject to competitive bidding requirements and that may result in procurement of covered project to include reference to and information regarding contractor labor standards and to require successful bidder to verify provision of attestation, declaration or project labor agreement. Declares emergency, effective on passage.

HB 4013: Relating to youth homelessness; and prescribing an effective date.

Directs Department of Education to establish pilot program in which certain school districts make one-time distributions to families of students to assist with unpaid rent, past-due utilities or move-in expenses. ] Modifies eligibility requirements for organizations that may receive grants from unaccompanied homeless youth grant program. Extends higher education tuition and fee waivers to current or former homeless youth. Extends independent residence facility eligibility to current or former homeless youth. Directs Department of Human Services to submit to interim legislative committees recommendations for legislation to reduce numbers of youth experiencing homelessness. Appropriates moneys to Department of Human Services for certain homeless youth programs. Takes effect on 91st day following adjournment sine die.

HB 4055: Relating to forest products harvest taxation; prescribing an effective date; and providing for revenue raising that requires approval by a three-fifths majority.

Extends biennial privilege taxes on merchantable forest products harvested on forestlands. Directs Legislative Assembly to use data from quarterly economic and revenue forecast released in February of each odd-numbered year when determining ] begin considering biennial forest products harvest tax rates not later than March 10 of each odd-numbered year . Requires State Forestry Department to provide Legislative Revenue Officer or Legislative Fiscal Officer with timber harvest data upon request for purpose of determining biennial forest products harvest tax rates ] such consideration . Imposes additional privilege tax on merchantable forest products harvested on forestlands. Directs revenues to be used to fund mitigation of effects of forest practices on aquatic species. Makes additional privilege tax conditional and temporary and caps collections at $250 million of revenue. Takes effect on 91st day following adjournment sine die.
