HB 4068: Relating to emergency preparedness; and declaring an emergency.

Transfers Oregon Homeland Security Council to Oregon Department of Emergency Management. Transfers Oregon Pre-Disaster Mitigation Fund to department. Requires certain government officials and management employees to complete education on incident command, National Incident Management System and emergency response. Directs department to create, fill and utilize at least six positions in support of emergency notification system. ] Directs certain public bodies to conduct periodic emergency response exercises. Directs Oregon Homeland Security Council to establish program ] develop plan to ensure robust stock ] stockpile of emergency supplies and equipment. Directs council to report on plan by April 15, 2023. Directs Oregon Business Development Department to establish and administer Oregon Resiliency Partnership Program. Limits civil liability in certain circumstances. ] Modifies law relating to membership of Emergency Preparedness Advisory Council. Authorizes Department of Transportation to modify or waive certain requirements relating to issuance, renewal and replacement of commercial driver licenses in accordance with concurrent federal waivers. Directs Department of Environmental Quality to prioritize recipients affected by 2020 wildfires when providing financial assistance for septic systems. Declares emergency, effective on passage.

HB 4072: Relating to authorizations issued by the State Fish and Wildlife Commission.

Eliminates one-day angling license. Reduces maximum current and future one-day angling and shellfish license fee established in fee schedule. Provides for temporary partial dedication of one-day angling and shellfish license fee to Oregon Hatchery Research Center Fund. Authorizes State Fish and Wildlife Commission to issue Rogue-South Coast steelhead validation and Rogue-South Coast wild steelhead harvest card. Instructs commission to adopt rules related to validation and harvest card. Provides that moneys received from sale of validation and harvest card shall be credited to Rogue-South Coast Research and Monitoring Subaccount. Establishes Rogue-South Coast Research and Monitoring Subaccount in Fish and Wildlife Account. Provides that moneys in subaccount shall be used for certain research and monitoring.

HB 4054: Relating to special assessment of historic property; and prescribing an effective date.

Limits program for property tax special assessment of historic property to commercial property. Requires preservation plan to have aim of preventing displacement, reversing impacts of, or preventing, community disinvestment and engaging and serving underrepresented histories. Reduces minimum expenditure commitment to five percent of historic property's real market value. Requires, for rehabilitation work in city with population of at least 30,000, at least 50 percent of services to be performed by minority-owned business, woman-owned business or emerging small business. ] Extends historic property special assessment program for two years. Amends formulas for assessing property in program. Takes effect on 91st day following adjournment sine die.

HB 4004: Relating to financial resources available to provide care; and declaring an emergency.

Requires Oregon Health Authority to distribute grants to behavioral health care providers for staff compensation and workforce retention and recruitment. Sunsets January 2, 2023. Requires authority to contract with nurses and behavioral health professionals to provide care in residential behavioral health facilities, opioid treatment programs, withdrawal management programs and sobering centers to address shortage of staff caused by COVID-19 pandemic. Sunsets January 2, 2027. Authorizes Oregon Youth Authority to provide grants to local government units, nonprofit organizations and individuals to meet treatment and care needs of individuals committed to custody of youth authority. Declares emergency, effective on passage.

HB 4051: Relating to housing; and prescribing an effective date.

Extends sunset of Task Force on Homelessness and Racial Disparities until January 2, 2026. Requires task force to provide interim report by September 15, 2022, and final report by March 31, 2023, on specific pathways for policy changes. Increases appropriation for task force. Extends sunset for special siting provisions for emergency shelters until July 1, 2023. Amends special siting of affordable housing qualifications to be based on ownership of property rather than ownership of housing. Takes effect on 91st day following adjournment sine die.

HB 4139: Relating to reductions of greenhouse gas emissions in the state's transportation system; and prescribing an effective date.

Requires Department of Transportation to establish program to reduce greenhouse gas emissions that assesses greenhouse gas emissions attributable to certain covered materials department uses in construction and maintenance activities for state's transportation system, conducts life cycle assessments for selected set of construction and maintenance activities and devises strategies for reducing greenhouse gas emissions. Specifies required scope and content of program. Requires department, in making procurements in connection with program, to require contractors to submit environmental product declarations before installing covered materials. Specifies exceptions. Prohibits department from using environmental product declarations to rank or score bid or proposal before January 1, 2027. Requires department to establish grant program to assist bidders and proposers in preparing or submitting environmental product declarations. Requires department to establish technical advisory committee and specifies matters on which committee will advise department. Requires department to report annually to Oregon Transportation Commission and interim committee of Legislative Assembly related to transportation concerning implementation of program. Establishes Medium and Heavy-Duty Electrification Charging Fund in State Treasury, separate and distinct from General Fund, and continuously appropriates moneys in fund to Department of Environmental Quality for grant program to support zero emission vehicle charging and fueling infrastructure. Takes effect on 91st day following adjournment sine die.

Renames Environmental Justice Task Force as Environmental Justice Council. Modifies membership and duties of council. Directs certain agencies to develop environmental justice mapping tool.
