HB 2051: Relating to disposition of revenue in excess of revenue estimate; prescribing an effective date.

Modifies methodology for determining amount of surplus tax credit received by personal income taxpayers under statutory kicker provision. Requires excess kicker revenues be credited to taxpayers in equal amounts instead of as percentage of personal income tax liability. Provides for expedited review by Supreme Court upon petition by adversely affected party. Takes effect on 91st day following adjournment sine die.

HB 2961: Relating to nonprofit organizations that provide financial assistance to persons in low income households to repair residences; declaring an emergency.

Establishes Homeownership Repair and Rehabilitation Program within Housing and Community Services Department to provide grants to eligible nonprofit organizations to provide financial assistance to persons in low income households for repair and rehabilitation of residences. Delineates program requirements. Establishes Homeownership Repair and Rehabilitation Program Fund and continuously appropriates moneys in fund to department. Appropriates moneys to department to award grants to eligible nonprofit organizations to participate in program. Makes program and fund operative January 1, 2018. Declares emergency, effective July 1, 2017.

HB 2571: Relating to precinct committeepersons.

Removes option for major political parties to elect precinct committeepersons at primary election. Allows major political party to select precinct committeeperson in any manner provided by party.
