HB 3188: Relating to debt buyers; declaring an emergency.

Prohibits person from engaging in business as debt buyer unless person first obtains certificate of registration from Department of Consumer and Business Services. Prescribes procedures for applying for certificate and basis on which Director of Department of Consumer and Business Services shall issue certificate. Requires debt buyer to send certain information to debtor who requests information in writing. Requires debt buyer that brings action to collect debt to have and be able to produce information. Provides that debt buyer or debt collector is not liable for unlawful collection practice if preponderance of evidence shows that unlawful collection practice was not intentional and resulted from bona fide error. Exempts debt buyer from definition of "collection agency." Becomes operative January 1, 2018. Declares emergency, effective on passage.

HB 3104: Relating to 529 programs.

Directs State Treasurer to study strategies for increasing participation of Oregon residents in qualified tuition programs described in section 529 of Internal Revenue Code, with specific consideration given to historically disadvantaged populations. Sunsets January 2, 2020.

HB 3165: Relating to the carbon dioxide standard for energy facilities.

Requires Energy Facility Siting Council to update carbon dioxide emissions standard for base load gas plants no less than once every two years. Revises base monetary offset rate to $21.91 per ton of carbon dioxide emissions. Requires 100 percent of offset funds to be used for implementation of offsets. Expands definition of "gross carbon dioxide emissions" to include upstream emissions.

HB 3365: Relating to police officers; declaring an emergency.

Prohibits official action relating to employment or certification of police officer solely because police officer is on impeachment list or because of unproven allegation that police officer committed act or omission of kind for which name of police officer may be placed on impeachment list. Prohibits use of certain evidence regarding impeachment list in administrative hearing related to official action. Declares emergency, effective on passage.
