SB 583: Relating to legislative approval of administrative rules; prescribing an effective date.

Modifies existing administrative rule review process to require legislative approval of newly adopted administrative rules in order for rules to take effect. Establishes process by which rules receive legislative consideration and approval or rejection. Takes effect only upon approval of constitutional amendment proposed by Senate Joint Resolution 35 (2017), and applies to rules adopted by state agencies on or after January 1, 2019.

SB 904: Relating to an evaluation of education programs in Oregon; declaring an emergency.

Establishes Joint Interim Legislative Committee to Review Education Programs in Oregon. Directs committee to study and compile data related to possible methods for reforming public education system. Requires report to interim committees of Legislative Assembly related to education no later than September 15, 2019. Allows committee to introduce legislation to implement recommendations. Sunsets committee on December 31, 2019. Declares emergency, effective on passage.

SB 773: Relating to fossil fuel infrastructure projects.

Directs State Department of Energy to develop climate test to conduct reviews for approval of proposed fossil fuel infrastructure projects. Requires department to adopt rules to establish standards and criteria for developing and administering test.
