SB 198: Relating to independent scientific review; declaring an emergency.

Establishes Oregon Independent Science Review Board. Establishes Independent Scientific Review Secretariat as administrative section within the Institute for Natural Resources at Oregon State University. Establishes Independent Scientific Review Fund. Continuously appropriates moneys in fund to Higher Education Coordinating Commission for distribution to Oregon State University for purposes of board and secretariat. Declares emergency, effective on passage.

SB 816: Relating to reporting of health data.

Permits Oregon Health Authority to require hospitals to submit emergency department abstract records, in addition to ambulatory surgery and inpatient discharge abstract records. Permits authority to prescribe by rule abstract record data that hospitals and ambulatory surgery centers must include in records submitted. Permits authority to contract with third party to compile and process data from abstract records. Deletes requirement that authority reimburse hospital for cost of converting records to form specified by authority if different from form regularly used by hospital.

SJR 30: Proposing amendment to Oregon Constitution relating to supermajority voting requirements for measures passed during even-numbered year regular sessions.

Proposes amendment to Oregon Constitution to require bills and joint resolutions passed during even-numbered year regular sessions of Legislative Assembly to receive two-thirds vote in favor in each house for passage. Refers proposed amendment to people for their approval or rejection at next regular general election.
