SB 979: Relating to utilities; prescribing an effective date.

Establishes ability of retail electricity consumer to purchase electricity generated by eligible renewable energy resources and certain ancillary services directly from entity that is not distribution utility that meets specified conditions. Changes requirements for entity that is not distribution utility from which retail electricity consumer directly may purchase electricity. Becomes operative January 1, 2018. Takes effect on 91st day following adjournment sine die.

SB 130: Relating to cannabis.

Waives fees for obtaining medical marijuana card for veterans who have total disability rating of at least 50 percent as result of injury or illness incurred or aggravated during active military service, and who received discharge or release under other than dishonorable conditions.

SB 875: Relating to cannabis; prescribing an effective date.

Allows testing of marijuana items by laboratories certified by United States Department of Agriculture for purpose related to applicable requirements, specifications and guidelines for testing marijuana items, as identified by Oregon Health Authority by rule. Takes effect on 91st day after adjournment sine die.

SB 710: Relating to care facilities; declaring an emergency.

Modifies provisions related to imposition of civil penalties on long term care facilities, residential care facilities and adult foster homes by Department of Human Services. Requires residential facility licensed by department to renew license every year, rather than every two years. Directs department to adopt licensing fees for long term care facilities, residential care facilities and adult foster homes that are sufficient to pay costs of licensing and regulating facilities and homes. Directs department to deposit fees collected from adult foster homes in Department of Human Services Account. Declares emergency, effective on passage.

HB 2321: Relating to aquatic invasive species.

Requires boat operators to drain water from certain portions of boat before transporting boat within this state. Provides exceptions. Punishes by maximum fine of $250. Provides that person operating nonmotorized boat that is eight feet or more in length must obtain aquatic invasive species prevention permit. Authorizes State Marine Board to combine aquatic invasive species prevention permit with other documents that board issues. Requires person to cooperate with recommended decontamination process at check station. Punishes by maximum fine of $250. Authorizes peace officer to stop person transporting recreational or commercial watercraft and require person to drive to nearest check station if peace officer has reason to believe person failed to stop at check station. Punishes failure to comply with peace officer's directions by maximum of 30 days' imprisonment, $1,250 fine, or both.

SB 284: Relating to forestlands; prescribing an effective date.

Provides that large tract land in western Oregon may not be considered forestland unless subject to sustained yield management plan and all trees are harvested annually from one to two percent of nonriparian and nonroad land base. Takes effect on 91st day following adjournment sine die.

SB 725: Relating to post-conviction relief.

Directs Department of Justice to conduct study on availability of appellate review of judgments denying post-conviction relief and to present report on findings to interim committees of Legislative Assembly related to judiciary on or before September 15, 2018. Sunsets January 2, 2019.
