SCR 3: Requiring written authorization for the use of emergency clauses.

Requires written authorization from the chief sponsor of a bill before a legislative concept containing an emergency clause may be accepted for filing. Requires written authorization from the sponsor of the amendment before an amendment that adds an emergency clause to a bill may be adopted by a committee.

SB 644: Relating to auditing the Oregon Food Bank; declaring an emergency.

Establishes the Oregon Food Bank Audit Committee as a joint committee of the Legislative Assembly. Directs the committee to cause an audit to be performed of Oregon Food Bank financial transactions occurring during a specified period, and to identify those transactions that directly or indirectly relate to political campaign activity or political issue activity. Directs the committee to report on audit findings to the Legislative Assembly on or before November 15, 2025. Requires the membership of the committee to consist of an equal number of majority party and minority party members from the Senate and an equal number of majority party and minority party members from the House of Representatives. Provides that a quorum of the committee consists of a majority of members from the House and a majority of members from the Senate. Sunsets January 2, 2027. Declares an emergency, effective on passage.

SB 1158: Relating to specie legal tender; prescribing an effective date.

Provides that gold and silver are legal tender. Exempts the purchase, sale and exchange of gold and silver from certain taxation. Takes effect on the 91st day following adjournment sine die.

SB 1110: Relating to the funding of a business hub.

Authorizes the issuance of lottery bonds with the proceeds distributed to Williams & Russell CDC for the purpose of developing a business hub to support small businesses, professional development, workforce training and economic growth in Portland's Albina neighborhood.

HB 2125: Relating to unemployment benefits for weather-related emergencies; prescribing an effective date.

Authorizes the Director of the Employment Department to waive the unpaid waiting week period for unemployment insurance claimants who are unable to perform services due a state-declared emergency related to severe weather. Takes effect on the 91st day following adjournment sine die.

SB 989: Relating to treatment of minor children.

Permits a child's parent or guardian to admit the child, with or without the child's consent, to an inpatient treatment facility or program licensed by the Oregon Health Authority or the Department of Human Services for certain mental, emotional or behavioral health or substance use disorder treatment. Requires an initial assessment of the child and periodic reviews supporting the necessity of inpatient treatment. Prohibits the facility or program from declining to admit the child solely based on the child's unwillingness to consent to admission. Provides a process for a child who is 14 years of age or older to request review of the admission decision. Directs the licensing agency of the facility or program to adopt rules for the review of admission decisions. Creates exceptions. Directs the department, in consultation with the authority, to make written materials available regarding resources for families seeking mental, emotional or behavioral health treatment, or substance use disorder treatment, for minor children.

SB 1120: Relating to adults in custody.

Requires the Department of Corrections to implement a list of policies for adults in custody, including policies related to gender-responsive, evidence-based and trauma-informed practices at the Coffee Creek Correctional Facility.

SB 22: Relating to affordability in health care.

Requires the Department of Consumer and Business Services to study affordability in health care. Directs the department to submit findings to the interim committees of the Legislative Assembly related to health care not later than September 15, 2026. Sunsets on January 2, 2027.

SB 452: Relating to state financial administration; declaring an emergency.

Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to Marion-Polk Food Share, Inc., for a capital expansion project. Declares an emergency, effective July 1, 2025.

SB 299: Relating to highways; prescribing an effective date.

Directs the Department of Transportation to create a corridor plan to reduce traffic on Interstate 5 and Interstate 205 between Portland and Vancouver, Washington. Directs the department to also develop a financing plan to implement the mitigation measures without imposing tolls. Takes effect on the 91st day following adjournment sine die.
