Directs the Oregon Criminal Justice Commission to study the use of technology in improving the efficiency of pretrial proceedings, and to provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than December 31, 2026. Sunsets January 2, 2027.

Directs the Department of Early Learning and Care, upon request of one member of the Legislative Assembly from each major political party, to prepare a child care impact statement for proposed legislation or a state measure. Requires the Secretary of State to print a child care impact statement for a state measure in the voters' pamphlet.

HB 2120: Relating to retail sales agents; declaring an emergency.

Clarifies that a liquor store's amount of annual sales of alcoholic beverages used to determine liquor store class is not adjusted. Updates the amounts of the monthly base compensation for liquor store agents to amounts established for the 2024-2025 fiscal year. Declares an emergency, effective on passage.

HB 2053: Relating to the health of minors.

Creates the offense of a minor purchasing or attempting to purchase, possessing or attempting to possess or using in public an alternative nicotine product, inhalant delivery system or tobacco product. Punishes violation by a maximum fine of $50, community service or participation in a health promotion and risk reduction program, or a combination thereof.

HB 2058: Relating to conforming estate tax to federal basic exclusion amount; prescribing an effective date.

Provides that, for the estates of decedents dying on or after January 1, 2026, Oregon estate tax is not due unless the value of the Oregon taxable estate exceeds $13.99 million. Raises the threshold for the filing of an estate tax return to a gross estate valued at more than $13.99 million. Takes effect on the 91st day following adjournment sine die.
