Directs the Oregon Health Authority to administer a two-year demonstration project in two counties to test whether expanding the scope of compensable services provided by community health workers can improve outcomes for low-income families and children at risk of entering the foster care system. Sunsets January 2, 2030. Takes effect on the 91st day following adjournment sine die.
Requires the Attorney General to adopt and maintain a list of foreign adversaries who are ineligible to receive conveyances of certain land, mineral or water interests. Makes unauthorized conveyances void.
Requires the Department of Education to transfer from the State School Fund to the Talented and Gifted Education Account an amount that equals one percent of the total amount available to school districts as general purpose grants. Establishes the Talented and Gifted Education Account. Prescribes the distribution of the account. Declares an emergency, effective July 1, 2025.
Requires the Department of Environmental Quality to study the climate. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment not later than September 15, 2026. Sunsets on January 2, 2027.

Directs the Department of Consumer and Business Services and the State Department of Agriculture to enter into a memorandum of understanding for the administration and enforcement of the safety and health standards for agricultural labor housing. Takes effect on the 91st day following adjournment sine die.
Establishes the Office of Quality Assurance as an independent office within the Judicial Department. Directs the office to conduct audits of noncriminal proceedings in the circuit courts and report incidents of judicial bias or egregious behavior to the Chief Justice of the Supreme Court and the Commission on Judicial Fitness and Disability.
Requires the Higher Education Coordinating Commission to conduct a study on reporting requirements placed on public universities in this state. Specifies that the study must include an inventory of all reporting requirements and a plan to reduce any unnecessary or duplicative requirements. Declares an emergency, effective on passage.
Requires the Oregon Business Development Department to study industrial site readiness in Oregon. Directs the department to submit a report of the study to the Legislative Assembly no later than September 15, 2026. Sunsets on January 2, 2027.
Instructs the State Department of Fish and Wildlife to identify certain areas as wildlife management units or herd ranges and undertake predator control in the wildlife management units or herd ranges until certain criteria are met. Appropriates moneys from the General Fund to the department for predator control. Declares an emergency, effective on passage.
Directs the Environmental Quality Commission to establish by rule a program for providing rebate vouchers to qualifying individuals who purchase electric assisted bicycles. Establishes the Electric Bicycle Incentive Fund. Takes effect on the 91st day following adjournment sine die.
Directs the Oregon Department of Emergency Management to develop and implement a program to provide grants to counties to create and fill county-level disaster mitigation and recovery manager positions.
