SB 509: Relating to motor vehicle emission standards.

Prohibits the Environmental Quality Commission from adopting motor vehicle emission standards to implement California standards requiring that some or all medium- or heavy-duty vehicles sold in the state be zero-emission vehicles. Prohibits the Department of Environmental Quality from enforcing such standards adopted prior to the effective date of the Act.

SB 481: Relating to earned income access services; prescribing an effective date.

Requires a license to provide earned income access services in this state. Specifies procedures for applying for a license, the contents of an application and criteria under which the Director of the Department of Consumer and Business Services may issue a license. Specifies requirements that a licensee or service provider must meet and prohibitions on certain actions. Imposes a civil penalty of not more than $2,500 for each violation of a provision of the Act. Takes effect on the 91st day following adjournment sine die.

SB 377: Relating to exemption of health care receipts from corporate activity tax; prescribing an effective date.

Exempts from commercial activity subject to corporate activity tax reimbursements for certain health care services, including care provided to medical assistance recipients and to Medicare recipients. Exempts receipts from medications administered or dispensed in a clinical setting other than a hospital. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

SB 696: Relating to rapid fire activators; declaring an emergency.

Creates the crime of unlawful transport, manufacture or transfer of a rapid fire activator. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both. Creates the crime of unlawful possession of a rapid fire activator. Punishes by a maximum of 364 days' imprisonment, $6,250 fine, or both. Specifies exceptions for both crimes. SB 623: Relating to the offense of attempting to elude a police officer.

SB 623 increases penalties for felony attempts to elude police officers in Oregon.
