SB 717: Relating to stipends for student teachers.

Directs the Higher Education Coordinating Commission to establish a pilot program to provide stipends for student teachers and the educators who mentor student teachers for licensure. Sunsets on January 2, 2028.

SB 681: Relating to a moratorium on private investments by the State Treasurer in fossil fuel dominant funds.

Prohibits the State Treasurer from renewing investments in or making new investments in a private market fund if the managers of the fund have stated an intention to invest in fossil fuels, subject to fiduciary duties. Sunsets on January 2, 2031.

SB 371: Relating to transfer of federal public lands.

Requires the Department of State Lands to petition the United States Congress for the transfer of certain public lands. Requires the department to manage the transferred lands as trustee for the benefit of counties where the lands are sited.

SB 704: Relating to worker classification.

Directs those agencies that administer certain state laws to use specific criteria to determine whether an individual is an employee or independent contractor and to cooperate in adopting rules to facilitate consistency in the application of the statutory provisions concerning independent contractors and the provisions of the Act. Creates a rebuttable presumption that an individual who performs work for remuneration for a hiring entity is an employee when the employment status of the individual is at issue.

SJR 30: Proposing an amendment to the Oregon Constitution relating to initiative petition signatures.

Digest: Demands at least 8% of those who voted in the last election for a Governor to sign an IM petition. Demands at least 10% of those who voted in the last election for a Governor to sign a petition to amend the Constitution. Demands that the signatures must come from among all congressional districts. Proposes an amendment to the Oregon Constitution to require petition signatures for initiative laws to contain at least eight percent of the total votes cast for all candidates for Governor at the last general election at which a Governor was elected divided equally among the congressional districts of this state. Proposes an amendment to the Oregon Constitution to require petition signatures for initiative amendments to the Oregon Constitution to contain at least ten percent of the total votes cast for all candidates for Governor at the last general election at which a Governor was elected divided equally among the congressional districts of this state. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

SB 257: Relating to the Psychiatric Security Review Board.

Directs the Psychiatric Security Review Board to study progress in developing a restorative justice program, and to provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than December 31, 2026. Sunsets January 2, 2027.
