HB 3575: Relating to the transfer of federal public lands.

Requires the Department of State Lands to petition the United States Congress for the transfer of certain public lands. Requires the department to dispose of the lands through private sales or transfers to federally recognized Indian tribes or to manage the lands as trustee for the benefit of counties where the lands are sited.

HB 2116: Relating to tax rates; prescribing an effective date.

Provides that the threshold of the highest personal income tax bracket and the corporate excise tax bracket threshold are adjusted for inflation. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

HB 3843: Relating to state financial administration.

Requires the Oregon Department of Administrative Services to study state financial administration. Directs the department to submit findings to the interim committees of the Legislative Assembly related to ways and means not later than September 15, 2026. Sunsets on January 2, 2027.

HB 3565: Relating to small modular reactor energy facilities.

Allows the siting and operation of a small modular reactor energy facility without requiring that there be a licensed repository for the disposal of high-level radioactive waste or that the proposed site certificate for the small modular reactor energy facility be submitted to the electors of this state for their approval or rejection.

HB 3658: Relating to court-appointed counsel.

Modifies provisions regarding the appointment of counsel for parents or children in juvenile dependency proceedings and contested adoption proceedings. Directs the court to appoint counsel for parents in juvenile dependency proceedings, including proceedings for termination of parental rights, only if facts found in the dependency proceeding may effect a criminal proceeding. Directs the court to appoint counsel for a child in a juvenile dependency proceeding only if the child was allegedly abused. Directs the court to appoint counsel for parents in contested adoption proceedings, including certain proceedings to determine parentage, only if facts found in the adoption proceeding may effect a criminal proceeding.

HB 2887: Relating to carbon sequestration; declaring an emergency.

Requires the State Forestry Department to establish the Western Oregon Regional Carbon Sink as a geographical area and take certain actions regarding the area on or before January 1, 2037. Establishes the Task Force on the Western Oregon Regional Carbon Sink. Sunsets the task force on December 31, 2026. Establishes the Western Oregon Regional Carbon Sink Advisory Board. Declares an emergency, effective on passage.

Provides that courts may not defer to an agency's interpretation of a statute or rule. Directs courts to exercise doubt in favor of an interpretation that limits agency power and maximizes individual liberty.

HB 2204: Relating to rural health care provider tax credits; prescribing an effective date.

Adds podiatric physicians and surgeons to the types of providers eligible for the tax credit allowed to rural medical care providers. Removes the requirement of hospital consulting privileges applicable to an optometrist claiming the credit. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
