Creates an income or corporate excise tax credit for a taxpayer that employs youth through the Oregon Youth Employment Program. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.
Requires the Higher Education Coordinating Commission to study health care benefits for part-time faculty members at post-secondary institutions of education. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to higher education not later than September 15, 2026.
Requires commercial operators of unmanned aircraft systems to maintain liability insurance. Imposes a tax on the insurance premiums for unmanned aircraft systems and directs the Department of Consumer and Business Services to deposit the revenues from the tax in the State Aviation Account for the purpose of establishing and maintaining an advanced air mobility program. Takes effect on the 91st day following adjournment sine die.

Establishes minimum amounts of reimbursement for primary care, optometry, dental care and behavioral health services provided to recipients of medical assistance.
Requires each county clerk in this state to provide a live video feed to be made available to the public through the Internet of rooms in which ballots are tallied and official ballot drop sites. Requires each county clerk to cause the live video feed to be recorded and made available to the public through the Internet for at least two years following the election at which the live video feed was provided.
Deletes two bases for a worker to refuse an offer of modified employment without losing temporary total disability benefits to increase possible modified employment placements.
Provides that a small forestland owner that planted trees under reforestation requirements may harvest the trees. Specifies that reforestation requirements apply after the trees have been harvested. Allows the State Board of Forestry to adopt rules.
Prohibits an individual from collecting and returning a ballot of another individual, subject to specified exceptions. Imposes a fine of $2,500 per ballot for a person other than an individual that illegally collects and returns the ballot of an individual and a fine of $500 per ballot for an individual who illegally collects and returns the ballot of a different individual.
