This resolution condemns the military coup that took place in Burma (Myanmar) on February 1, 2021. It also calls on the Burmese military to (1) release all those detained arbitrarily in the coup, (2) restore all forms of communications, and (3) return to power all members of the civilian government.
Public Option Deficit Reduction Act This bill requires the Department of Health and Human Services (HHS) to offer a public health insurance option through health insurance exchanges. Unlike the coverage options currently available on exchanges, which are administered by private insurance companies, this public option must be administered directly by HHS. The public option must comply with the same general requirements as other plan types available on exchanges, including with respect to available benefits, benefit levels, provider networks, notices, consumer protections, and cost sharing. Medicare health care providers are automatically participants in the public option unless they opt out, and providers not participating in Medicare may opt in. In addition, the bill establishes requirements for setting premiums, payment rates, and provider incentives. The bill provides funding to establish the public health insurance option, which HHS must repay over 10 years.
Clean Corridors Act of 2021 This bill directs the Department of Transportation to award grants to certain governmental entities and planning organizations to install electric vehicle charging infrastructure and hydrogen fueling infrastructure along designated alternative fuel corridors.
Improving Access to Mental Health Act of 2021 This bill increases the Medicare reimbursement rate for clinical social worker services. The bill excludes clinical social worker services from the prospective payment system in which predetermined amounts form the basis for payment under Medicare. Additionally, the bill alters the definition of clinical social worker services as it relates to Medicare. Under current law, such services (1) include services performed for the diagnosis and treatment of mental illnesses, and (2) exclude services furnished to an inpatient of a skilled nursing facility as a condition of the facility's participation in the Medicare program. The bill repeals these provisions and instead specifies that such services include certain types of health behavior assessment and intervention.
Better Utilizing Investments to Leverage Development and Generating Renewable Energy to Electrify the Nation's Infrastructure and Jobs Act or the BUILD GREEN Infrastructure and Jobs Act This bill directs the Department of Transportation (DOT) to establish a green transportation infrastructure program to provide competitive grants to states, local governments, and other entities for capital investments in electrified surface transportation infrastructure projects. DOT must select projects that maximize sustainability, including projects that (1) promote the electrification of all public transportation, (2) contribute to climate resilience and mitigation, (3) reduce air pollution and greenhouse gas emissions, and (4) achieve energy savings and reduce energy usage compared to other eligible projects. Additionally, DOT must prioritize projects that (1) serve a frontline, vulnerable, or disadvantaged community; (2) are located in an area that has experienced high adverse health and environmental impacts on minority and low-income populations; (3) require federal funds in order to complete an overall financing package; or (4) add a new green space or new state or local park units and outdoor recreational areas. Grants issued under the program may not be less than $2 million, with the exception of grants for project planning, preparation, or design, which are not subject to a minimum amount. The federal share of the cost of a project may not exceed 85% for planning, design, and construction purposes and 50% of the operation and maintenance costs of the project for its first 10 years.
Stephanie Tubbs Jones Uterine Fibroid Research and Education Act of 2021 This bill directs the Department of Health and Human Services (HHS) to expand research on, and take other actions to address, uterine fibroids. These are muscular tumors that grow in the wall of the uterus and may cause pain, heavy menstrual bleeding, and reproductive issues. In coordination with the National Institutes of Health and appropriate federal agencies, HHS must undertake research activities on uterine fibroids. In addition, HHS must establish a database of services furnished to individuals diagnosed with uterine fibroids under Medicaid or the Children's Health Insurance Program and must develop a report on federal and state expenditures for such services. Additionally, HHS must disseminate information on uterine fibroids to the public and to health care providers, including information on the elevated risk for minority women and available treatments.
This resolution condemns the crackdown on pro-democracy activists carried out by the governments of Hong Kong and China and the Chinese Communist Party under the illegitimate and arbitrary pretext of national security. The resolution also states that the crackdown violates (1) the 1984 agreement between the United Kingdom and China relating to Hong Kong; and (2) Hong Kong's Basic Law, the territory's constitutional document.
Mental Health Access Improvement Act of 2021 This bill provides for coverage of marriage and family therapist services and mental health counselor services under Medicare. It also excludes such services from the skilled nursing facility prospective payment system, and authorizes marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.
Clarifying Law Around Insurance of Marijuana Act or the CLAIM Act This bill generally provides a safe harbor from penalties or other adverse agency action for insurance companies that provide services to cannabis-related legitimate businesses in jurisdictions where such activity is legal. The Government Accountability Office must report on barriers to marketplace entry for minority-owned and women-owned cannabis-related businesses.
Resident Physician Shortage Reduction Act of 2021 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. Current law provides for an increase of up to 200 positions per fiscal year beginning in FY2023, with a total increase of 1,000 positions; each hospital may receive up to 25 additional positions. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2023-FY2029; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.
Periodically Listing Updates to Management Act or the PLUM Act This bill replaces the congressional publication entitled United States Government Policy and Supporting Positions , commonly known as the PLUM Book , with an online public directory. The PLUM Book contains personnel information for federal civil service leadership and support positions in the legislative and executive branches that may be subject to noncompetitive appointment, including heads of agencies and policy executives. The book is used to identify presidentially appointed positions and is published every four years (after each presidential election) by certain congressional committees. The bill requires the Office of Personnel Management (OPM) to publish the information contained in the PLUM Book on a public website in a format that is easily searchable and that otherwise meets certain data standards. Agencies must upload updated information to the website on a monthly basis; OPM must verify the accuracy of the information twice a year in coordination with the White House Office of Presidential Personnel. The bill terminates publication of the PLUM Book in its current form on January 1, 2024.
Jumpstart Our Businesses by Supporting Students Act of 2021 or the JOBS Act of 2021 This bill expands student eligibility for Pell Grants by establishing the Job Training Federal Pell Grant program. Specifically, the bill requires the Department of Education to award a job training Pell Grant to a student who does not have a degree; attends an institution of higher education (IHE); is enrolled in a career and technical education program at an IHE that provides 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and provides training aligned with high-skill, high-wage, or in-demand industry sectors (i.e., job training programs); and meets all other eligibility requirements for a Pell Grant. It also specifies that any period during which a student receives a job training Pell Grant counts toward that student's Pell Grant eligibility period.
