Fair Pay Act of 20 21 This bill requires employers to provide equal pay to employees for comparable or equivalent work. Specifically, employers may not discriminate against employees on the basis of sex, race, or national origin with respect to payment of wages or other conditions of employment for jobs that, although dissimilar, the requirements of which are equivalent, when viewed as a composite of skills, effort, responsibility, and working conditions. However, employers may pay different wages in accordance with seniority systems, merit systems, systems that measure earnings by quantity or quality of production, or factors that the employer demonstrates are reasonably job-related, or further legitimate business interests. The bill allows compensatory or punitive damages for violations of this prohibition. The bill prohibits an employer from (1) discriminating against any individual who opposes any act or practice made illegal by this bill or for assisting in an investigation, or (2) discharging or discriminating against any employee who inquires about or discusses another employee's wages. The Equal Employment Opportunity Commission must assist employers, labor organizations, and the general public in implementing these provisions.
Willie O'Ree Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to Willie O'Ree or, if unavailable, to a member of his family, in recognition of his contributions and commitment to hockey, inclusion, and recreational opportunity.
This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Shirley Chisholm, the first African American woman elected to Congress. The committee shall place the statue in a permanent public location in the U.S. Capitol.
End Oil and Gas Tax Subsidies Act of 2021 This bill limits or repeals certain fossil fuel oil and gas subsidies for oil companies. Specifically, it increases to seven years the amortization period for geological and geophysical expenditures; repeals the tax credits for producing oil and gas from marginal wells and for enhanced oil recovery; repeals the tax deduction for the intangible drilling and development costs of oil and gas wells; repeals percentage depletion; repeals the tax deduction for tertiary injectant expenses; repeals the passive loss exception for working interests in oil and gas property; denies the tax deduction for income attributable to domestic production activities for oil and gas activities; prohibits the use of the last-in, first-out (LIFO) accounting method by major integrated oil companies; limits the foreign tax credit for dual capacity taxpayers (i.e., taxpayers who are subject to a levy of a foreign country or U.S. possession and receive specific economic benefits from such country or possession); and expands the definition of crude oil for purposes of the excise tax on petroleum and petroleum products to include any oil derived from a bitumen or bituminous mixture (tar sands), and any oil derived from kerogen-bearing sources (oil shale).
Ending Punitive, Unfair, School-based Harm that is Overt and Unresponsive to Trauma Act of 2021 or the Ending PUSHOUT Act of 2021 This bill requires the Department of Education (ED) to award grants to local educational agencies and nonprofit organizations for the purpose of reducing suspension and expulsion of students (i.e., exclusionary disciplinary practices). The bill requires ED to collect data on exclusionary discipline in schools. It also establishes a joint task force to end school pushout.
Investing in Cures Before Missiles Act of 2021 or the ICBM Act This bill addresses the transfer and use of funds intended for defense programs. Specifically, the bill requires the Department of Defense (DOD) to transfer $1 billion of unobligated balances intended for its ground-based strategic deterrent program to the National Institute of Allergy and Infectious Disease for research on the development of a universal coronavirus vaccine. Next, the bill requires the Department of Energy to transfer unobligated balances for the W87-1 warhead modification program administered by the National Nuclear Security Administration to the Centers for Disease Control and Prevention to research and combat emerging and zoonotic infectious diseases. The bill prohibits the use of funds authorized for FY2022 for the ground-based strategic deterrent program or the W87-1 warhead modification program. Finally, the bill requires DOD to enter into a contract with the National Academy of Sciences to study extending to 2050 the life of Minuteman III intercontinental ballistic missiles.
Carbon Cost Act of 2021 This bill requires the Government Accountability Office to coordinate with the National Academy of Sciences to study alternatives for a nonpartisan congressional office or agency to make science-based projections of the effect of federal legislation on global greenhouse gas emissions.
Reopening America by Supporting Workers and Businesses Act of 2021 This bill permits states to provide a one-time lump sum payment, through July 1, 2021, to individuals who (1) were eligible for COVID-19 pandemic unemployment compensation during any week after enactment of this bill, and (2) are no longer eligible as a result of becoming thereafter reemployed. Payments of $1,200 shall be paid to individuals who work at least 30 hours and $600 to individuals who work at least 20 hours but less than 30. The payments are available for claimants (1) who are not employed by a government entity, (2) who return to work for at least four consecutive weeks, and (3) whose annual salary does not exceed $75,000. Before receipt of a payment, the individuals' employers must verify their hours and earnings. Additionally, the bill (1) accelerates a scheduled increase in funding for reemployment services and eligibility assessments (RESEA), (2) allows states to use RESEA funds to serve all workers receiving unemployment benefits, and not just those most likely to exhaust their benefits; and (3) allows states to provide reemployment services to individuals receiving pandemic unemployment assistance and pandemic emergency unemployment compensation. Finally, the bill reinstates the requirement that unemployment claimants certify they are able, available, and actively seeking work.
Remove the Stain Act This bill rescinds each Medal of Honor awarded for acts that occurred on December 29, 1890, at Wounded Knee Creek, Lakota Pine Ridge Indian Reservation, South Dakota. The bill requires the Army, Navy, Air Force, and Coast Guard to remove the names of those award recipients from the Medal of Honor Roll.
Emmett Till and Mamie Till-Mobley Congressional Gold Medal Act of 2021 This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Emmett Till and Mamie Till-Mobley. After the award the medal shall be given to the National Museum of African American History and Culture.
This resolution designates the first week of April 2021 as National Asbestos Awareness Week. It also urges the Surgeon General to warn and educate people about asbestos exposure, which may be hazardous to their health.
This resolution expresses the sense of the Senate that access to reliable and clean drinking water is critically important to the health and welfare of American Indians and Alaska Natives. Further, the resolution calls upon the federal government to provide water access to tribal members and communities.
