This resolution calls on the people of the United States to observe Memorial Day to honor the men and women who died in the pursuit of freedom and peace.
This resolution expresses support for Israel's efforts of self-determination and collective security against external forces, recognizes Jerusalem as the legitimate capital city of Israel, and condemns actions by Hamas against the people of Israel.
State and Local Digital Service Act of 2021 This bill provides support for the establishment of digital services in state, county, local, and tribal governments. Specifically, the bill directs the General Services Administration (GSA) to establish (1) a Digital Service Grant Program to provide grants to such governments to establish or support a digital service team, and (2) a Digital Service Planning Grant Program to provide grants to create a plan to establish a digital service team. The GSA must (1) report periodically to Congress and make publicly available on its website information regarding the grants, and (2) issue guidance to streamline the procurement of federal services and technology by states, local governments, and Indian tribes.
Chronic Disease Management Act of 2021 This bill modifies requirements for health savings accounts (HSAs) to permit the high deductible health plans required for an HSA to provide care for chronic conditions with no deductible. The bill covers any preventive care service or item used to treat a chronic condition if (1) such service or item is low-cost, (2) there is medical evidence of the effectiveness of such service or item, and (3) there is a strong likelihood that the use of such service or item will prevent the exacerbation of the chronic condition or the development of a secondary condition that requires significantly higher cost treatment. The bill further provides that an individual who has been prescribed preventive care for any chronic condition may be presumed to have been diagnosed with such condition if such preventive care is customarily prescribed for such condition.
United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the U.S. Army Rangers Veterans of World War II in recognition of their dedicated service during World War II.
Choosing Healthy Investments and not Lunch Deductions (CHILD) Care Act of 2021 or the CHILD Care Act of 2021 This bill repeals the temporary increase (from 50% to 100%) of the tax deduction for business meals and entertainment expenses in 2021 and 2022. The bill also provides additional appropriations in FY2021 for payments under the Child Care and Development Block Grant Act of 1990.
Filing Relief for Natural Disasters Act This bill authorizes the Internal Revenue Service to postpone federal tax filing deadlines upon the written request of a governor of a state in which an emergency or disaster has been declared. The bill also extends current mandatory extensions from 60 to 120 days. For purposes of this bill, a state includes the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
Increasing Access to Mental Health in Schools Act This bill directs the Department of Education (ED) to establish a grant program and a student loan forgiveness program to increase the number of school-based mental health services providers in elementary and secondary schools. First, ED must award grants to partnerships between educational agencies and graduate institutions to increase the number of school-based mental health services providers employed by low-income local educational agencies (LEAs). Grant funds may be used for specified purposes, including to provide student loan forgiveness and tuition credits and to support recruitment, hiring, and training. In addition, ED must establish a program to provide student loan forgiveness for individuals who (1) are not, and have never been, participants in the grant program established by the bill; and (2) have been employed by low-income LEAs for five or more consecutive school years as mental health services providers.
Vision Zero Act of 2021 This bill allows states to use funds that are apportioned under the Surface Transportation Block Grant Program and the Highway Safety Improvement Program to support the development and implementation of local vision zero plans to reduce transportation-related fatalities and injuries within 20 years or less. Plans must include specified components, including strategies to educate the public and equitably invest in low-income and minority communities, and may include a complete streets prioritization plan with specific projects for transportation and community networks. The bill prohibits federal funds from being used to enforce vision zero plans.
Veteran Education Empowerment Act This bill reauthorizes through FY2029 and otherwise revises a Department of Education (ED) grant program for student veteran centers. Specifically, ED must make grants to institutions of higher education (IHEs) or consortia of IHEs to establish, maintain, improve, or operate a student veteran center. A student veteran center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with (1) a lounge or meeting space for themselves, their spouses or partners, their children, and veterans in the community; and (2) a centralized office for student veteran services that serves as a single point of contact to coordinate comprehensive support services for student veterans.
Greener Transportation for Communities Act This bill authorizes the use of tax-exempt facility bonds to fund zero-emission vehicle infrastructure used to charge or fuel zero-emissions vehicles. The bill defines zero-emissions vehicles as (1) any any light-duty vehicle or light-duty truck conforming to the applicable low-emission vehicle standard, or any heavy-duty vehicle with an engine conforming to such standard; or (2) vehicles that produce zero exhaust emissions of any criteria pollutant (or precursor pollutant) or greenhouse gas under any possible operational modes and conditions.
Reproductive Rights are Human Rights Act of 2021 This bill directs the Department of State to include in its annual reports on human rights in countries receiving U.S. development and security assistance a discussion of the status of reproductive rights in each country. This must include whether a country has adopted and enforced policies to (1) promote access to contraception and accurate, nondiscriminatory family planning and sexual health information; (2) provide services to ensure safe and healthy pregnancy and childbirth; (3) expand or restrict access to safe abortion services; and (4) prevent and treat sexually transmitted diseases. For each country, the reports shall also contain (1) data concerning pregnancy-related injuries and deaths; and (2) a description of the nature and extent of discrimination and violence against women, girls, and LGBTQI+ individuals in health care settings and the relevant government's response to such actions.
