This resolution designates May 7, 2021, as United States Foreign Service Day and honors the men and women who serve in the Foreign Service.
Real Corporate Profits Tax Act of 2021 This bill imposes an additional 7% tax on the adjusted net book income of a corporation that exceeds $100 million. It also allows a credit for a taxpayer, other than an S corporation, for a specified percentage of the taxpayer's net regular tax liability.
PACE Part D Choice Act of 2021 This bill allows Medicare-only beneficiaries who are enrolled in Programs of All-Inclusive Care for the Elderly (PACE) to choose prescription drug plans that are not operated by PACE. (PACE is a program under Medicare and Medicaid that provides in-home and community services for certain individuals as an alternative to nursing home care.) Specifically, the bill allows PACE enrollees who are Medicare (but not Medicaid) beneficiaries to choose a prescription drug plan that is not a Medicare Advantage plan or operated by PACE and for which annual out-of-pocket costs and federal subsidies are equal to or less than that under the applicable PACE prescription drug plan. The bill also allows for disenrollment from a chosen plan upon a change in medication or demonstration of an unexpected increase in out-of-pocket costs. PACE programs must conduct outreach, monitor data, and coordinate benefits with respect to such options.
Bringing Enhanced Treatments and Therapies to ESRD Recipients Kidney Care Act or the BETTER Kidney Care Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a demonstration program for Medicare beneficiaries with end-stage renal disease (ESRD). Under the program, renal dialysis facilities, kidney disease specialists, physician practices, and other health care practitioners may form an organization that partners with certain health care entities to provide integrated care to beneficiaries with ESRD. Such care must include all covered Medicare benefits as well as transition services for transplantations, palliative care, and hospice. Each organization must have a minimum number or percentage of participating beneficiaries (350 or 60% of beneficiaries served at the organization's facilities) and must also comply with certain fiscal, governance, and quality of care requirements. Additionally, the Government Accountability Office must study certain data that is reported to the CMS regarding pediatric dialysis care, as well as the effects of race-based corrections to a specified kidney function test on referrals of ESRD patients for transplant evaluations.
Protecting Firefighters from Adverse Substances Act or the PFAS Act This bill requires the Department of Homeland Security (DHS) to develop guidance for firefighters and other emergency response personnel on training, education programs, and best practices to protect them from exposure to perfluoroalkyl and polyfluoroalkyl substances, commonly referred to as PFASs, from firefighting foam and to prevent the release of PFASs into the environment. These substances are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. DHS shall make available a curriculum designed to reduce and eliminate exposure to PFAS from firefighting foam and personal protective equipment (PPE); prevent the release of PFAS from firefighting foam into the environment; and educate firefighters and other emergency response personnel on foams and non-foam alternatives, PPE, and other firefighting tools and equipment that do not contain PFAS. The U.S. Fire Administration shall make recommendations to DHS on the content of the curriculum. DHS must create an online public repository containing tools and best practices to reduce, limit, and prevent the release of and exposure to PFASs.
9/11 Responder and Survivor Health Funding Correction Act This bill increases funding for and otherwise modifies a federal program that provides medical monitoring and treatment to responders and survivors who suffer from health conditions related to the September 11, 2001, attacks on the World Trade Center. Among the changes, the bill allows certain health care providers other than physicians to determine whether an individual's health condition is related to the attacks, and it establishes a research program to study the impacts of the attacks on health and educational outcomes of individuals who were 21 years of age or younger when the attacks occurred.
Real Emergency Access for Aging and Disability Inclusion for Disasters Act or the REAADI for Disasters Act This bill establishes programs and requirements to assist individuals with disabilities and older adults (age 50 or older) with disaster preparedness. Among other provisions, the bill requires the establishment of an advisory committee that includes disabled individuals and older adults to oversee the use of funds made available by this bill; allows states to contract with Centers for Independent Living to provide services and support to disabled individuals in preparing for hazards; requires the Department of Health and Human Services to award grants to carry out projects of national significance that, among other things, create opportunities for disabled individuals and older adults to directly contribute to disaster preparedness, recovery, and mitigation; modifies and expands the membership of the National Advisory Committee on Individuals with Disabilities and Disasters to ensure that it represents the diversity of the disabled and older adult communities; and establishes the Disability and Disaster Preparedness Advisory Commission to review settlement agreements involving potential violations of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. The Government Accountability Office must study the compliance of federal agencies with such enactments in expending funds to support disabled individuals and older adults in responding to, recovering from, and mitigating disasters.
Elder Justice Reauthorization and Modernization Act of 2021 This bill reauthorizes, provides funding through FY2025 for, and otherwise makes changes to programs for preventing, detecting, and treating abuse, neglect, and exploitation of older adults. Specifically, the bill provides funding for states and localities to enhance adult protective services and long-term care ombudsman programs. Additionally, the bill modifies an existing long-term care workforce grant program, including by requiring that grant recipients use funds to provide employees with wage subsidies, educational assistance, and access to affordable child care and transportation. Furthermore, the bill establishes new grant programs for states to (1) link health care and social services for older adults, including through medical-legal partnerships and legal services hotlines; and (2) prevent and address social isolation among older adults and individuals with disabilities. The bill also provides funding for reporting by the Department of Health and Human Services on the effectiveness of various programs and activities in addressing abuse, neglect, and exploitation of older adults.
