HR 5189: Member Business Loan Expansion Act

Member Business Loan Expansion Act This bill revises requirements related to the terms and lending limits of certain credit union loans. Specifically, the bill (1) allows the National Credit Union Administration Board to lengthen the maturity term of certain loans made by a credit union, and (2) raises the credit limit for credit union member businesses under which such loans are excluded from overall credit union lending limits. Finally, the bill expands the definition of a community financial institution by (1) allowing insured credit unions to qualify, and (2) raising the average asset limit. (Community financial institutions are subject to reduced asset requirements for purposes of Federal Home Loan Bank membership.)

HR 5187: Home Energy Savings Act of 2021

Home Energy Savings Act of 2021 This bill extends the nonbusiness energy property tax credit through 2031 and increases the credit percentage from 10% to 30% for qualified energy efficiency improvements. The bill also imposes a $1,200 annual limitation on the credit and limits for windows and doors. The bill allows a credit for 30% of the cost of home energy audits. A home energy audit is an inspection and written report for a taxpayer's principal residence that identifies the most significant and cost-effective energy efficiency improvements and is conducted and prepared by a certified home energy auditor. The bill also requires that energy property placed in service after 2023 be produced by a qualified manufacturer and that the taxpayer includes the qualified product identification number for such property on the return of tax.

HR 5165: Improving Medicare Coverage Act

Improving Medicare Coverage Act This bill temporarily expands eligibility for Medicare. It also temporarily establishes a premium and cost-sharing assistance program for low-income beneficiaries. Specifically, the bill lowers the age of eligibility for Medicare from 65 to 60. The Centers for Medicare & Medicaid Services must establish procedures to provide for automatic enrollment of qualifying individuals. Enrollment must be completed within 11 months of the bill's enactment. The bill also establishes a program under Medicare to assist low-income Medicare beneficiaries with premiums, coinsurance, deductibles, and other costs. Currently, such assistance is provided through Medicare Savings Programs, which are administered by state Medicaid programs. The bill also establishes a related special enrollment period under Medicare, expands eligibility for assistance to beneficiaries with income up to 200% of the federal poverty line, and provides for joint eligibility determinations with respect to the bill's program and the low-income subsidy program under the Medicare prescription drug benefit. The bill's provisions generally take effect six months after the bill's enactment and terminate five years later.

HR 5177: SPARK Act

Schools Preventing Hunger in At-Risk Kids Act or the SPARK Act This bill expands automatic eligibility for free school lunches and breakfasts to include children who have been placed in kinship care with a relative or family friend with the involvement of the state child welfare agency. To enroll in the program, a family must document the child's status to the appropriate local educational agency.

HR 5167: To provide additional emergency support for older foster youth under the John H. Chafee Foster Care Program for Successful Transition to Adulthood, and extend through fiscal year 2022 certain flexibilities provided for the program by division X of the Consolidated Appropriations Act, 2021, and for other purposes.

This bill increases and extends through FY2022 emergency funding and extends through FY2022 certain flexibilities for states to administer foster care programs and services. This includes expanding eligibility for services until a youth reaches age 27, permitting a youth who left foster care to voluntarily return to foster care, and suspending certain education and training requirements.

HR 4792: Countering Communist China Act

Countering Communist China Act This bill addresses issues related to China, tax incentives, and other topics. The bill imposes visa- and property-blocking sanctions on certain entities and individuals that (1) are involved in acts of malign disinformation on behalf of a foreign government or political party, or (2) have engaged in a pattern of significant infringement of intellectual property belonging to a U.S. entity or individual. It also authorizes sanctions on developers and owners of software that makes unauthorized transmissions of user data to servers that are located in China and are accessible by China's government. The bill also provides tax incentives for relocating pharmaceutical, medical supply, or medical device manufacturing to the United States, including by allowing accelerated depreciation of nonresidential real property acquired in connection with such relocation; eliminates the five-year amortization requirement for research and experimental expenditures scheduled to begin in 2022, thus allowing continued expensing of such expenditures in the taxable years in which they are incurred; prohibits an institution of higher education from receiving certain federal funds if the institution has a contractual partnership with an entity controlled by China's government or organized under China's laws; modifies presumptions and evidentiary standards in administrative patent validity challenges; bars China from asserting sovereign immunity in certain instances; requires U.S. representatives to the International Monetary Fund (IMF) to take certain actions, such as opposing any increase to the weight given to China's currency when determining the value of IMF Special Drawing Rights; and permanently rescinds unobligated funds previously made available for certain economic relief programs related to COVID-19.

Prohibition of Medicaid Funding for Conversion Therapy Act This bill prohibits state Medicaid programs from covering conversion therapy. The bill defines conversion therapy as any practice or treatment that seeks to change a person's sexual orientation or gender identity in exchange for monetary compensation.

HR 5131: Pediatric Access to Critical Healthcare Act

Pediatric Access to Critical Healthcare Act This bill requires the Health Resources and Services Administration (HRSA) to award grants to children's hospitals and other providers that predominately treat individuals under 21 for improving pediatric health care infrastructure. In awarding the grants, HRSA must prioritize recipients that serve significant numbers of patients receiving medical assistance through Medicaid or the Children's Health Insurance Program or children from other underserved groups.

HR 5086: Safe Disposal of Opioids Act of 2021

Safe Disposal of Opioids Act of 2021 This bill directs the Department of Justice to award grants to establish or maintain disposal sites for unwanted prescription medications. Additionally, the bill imposes a fee on the sale of an active opioid by the manufacturer, producer, or importer. The Department of Health and Human Services must establish a mechanism to provide discounts to patients to ensure that they do not pay the fee.
