S 3418: Comprehensive Addiction Resources Emergency Act of 2021

Comprehensive Addiction Resources Emergency Act of 2021 This bill establishes programs, grants, and other activities to address substance use disorders. Specifically, the Department of Health and Human Services (HHS) must establish a program for purchasing and distributing opioid overdose reversal drugs for states and Indian tribes. HHS must also award grants for and otherwise support addressing substance use, particularly in states, tribes, territories, and localities with disproportionately high drug overdose rates; increasing access to preventive, medical, recovery, and related services; developing innovative models of delivering treatment and harm reduction services; and expanding the treatment capacity of Medicaid providers. In addition, HHS must issue model standards of care for treatment services and recovery residences and may award grants for training health care professionals. The bill also supports prevention and treatment services for workers, addiction and pain management research, and data collection on substance use disorders. Further, dispensers, distributors, and manufacturers of schedule II controlled substances (e.g., oxycodone), with the exception of opioid treatment programs, must certify that they maintain effective drug diversion controls. Violators are subject to specified civil and criminal penalties. Collected penalties shall be used for the grant programs and other substance use disorder activities established under the bill.

S 3426: Department of State Inclusivity Act of 2021

Department of State Inclusivity Act of 2021 This bill establishes measures at the State Department to promote diversity and to prevent and respond to harassment, discrimination, sexual assault, and retaliation. The bill requires the State Department to develop a comprehensive policy for responding to harassment, discrimination, sexual assault, and retaliation; expand anti-harassment, antidiscrimination, implicit bias, and whistleblower training; establish the Office of Employee Advocacy; survey employees regarding harassment, discrimination, sexual, assault, retaliation, and issues affecting employee retention and diversity; report on the diversity of its workforce; develop a pilot program to use gender-neutral terms in evaluation forms; investigate and report wrongful terminations based on sexual orientation; establish a board to address issues faced by LGBTI+ Foreign Service employees and their families; report on countries that refuse to issue spousal visas for Foreign Service employee spouses due to sexual orientation and recommend how to address this issue; establish a permanent exhibit on the so-called Lavender Scare , which involved the wrongful dismissal of at least 1,000 people from the State Department for alleged homosexuality in the 1950s and 1960s; and make other changes related to anti-harassment, antidiscrimination, diversity, and recruitment. The bill also establishes the Office of the Chief Diversity and Inclusion Officer at the State Department; offers a formal apology from Congress for encouraging the Lavender Scare; and prohibits the use by federal employers of nondisclosure and non-disparagement provisions that cover prohibited discrimination, harassment, or related retaliation.

S 3421: Stop Iranian Drones Act of 2021

Stop Iranian Drones Act of 2021 This bill expands existing provisions requiring sanctions against individuals or entities that provide certain types of weapons to Iran. Specifically, the bill modifies the provisions by adding unmanned combat aerial vehicles to the list of weapons covered by the sanctions.

S 3417: Latonya Reeves Freedom Act of 2021

Latonya Reeves Freedom Act of 2021 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. The bill provides funds for FY2022 for the Department of Health and Human Services to provide technical assistance with respect to transition plans. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

HR 5142: To award posthumously a Congressional Gold Medal, in commemoration to the servicemembers who perished in Afghanistan on August 26, 2021, during the evacuation of citizens of the United States and Afghan allies at Hamid Karzai International Airport, and for other purposes.

This bill posthumously provides for the award of a Congressional Gold Medal in commemoration of the 13 service members who died on August 26, 2021, while stationed at Hamid Karzai International Airport in Afghanistan.

S 2471: Reforming Disaster Recovery Act

Reforming Disaster Recovery Act This bill addresses the response of the Department of Housing and Urban Development (HUD) to disasters. The bill establishes the Office of Disaster Management and Resiliency at HUD to coordinate HUD disaster preparedness and response responsibilities. The office must also coordinate with other federal agencies in supporting recovery and resiliency activities. Further, the bill creates the Long-Term Disaster Recovery Fund to fund the Community Development Block Grant Disaster Recovery Program. The program must provide states, tribes, and communities with grants for rebuilding affordable housing and infrastructure after a disaster. Grantees are required to certify that funds will be administered in compliance with specified fair housing and civil rights laws. Grantees must also prioritize assistance for extremely low-, low-, and moderate-income victims of disasters, as well as other vulnerable groups. The bill also provides for increased data sharing regarding disasters, including by requiring HUD to share data with other federal agencies regarding disaster benefits and by requiring the Federal Emergency Management Agency (FEMA) and the Small Business Administration to share data on disaster benefit applicants with HUD.

S 1201: United States Climate Leadership in International Mitigation, Adaptation, and Technology Enhancement Act of 2021

United States Climate Leadership in International Mitigation, Adaptation, and Technology Enhancement Act of 2021 This bill sets out priorities for climate action, clean energy, energy diplomacy, reduced deforestation, and related U.S. foreign policy. The Department of State must incorporate climate action and climate diplomacy across all bureaus and U.S. missions abroad. In addition, the bill directs increased U.S. involvement in international climate change agreements and activities, including the Paris Agreement (a climate treaty adopted in 2015), the Kigali Amendment to the Montreal Protocol (amends a treaty on reducing ozone-depleting compounds to include hydrofluorocarbons) and efforts to reduce short-lived climate pollutants, the Carbon Offset and Reduction Scheme for International Aviation, and Mission Innovation and the Clean Energy Ministerial (global initiatives to advance clean energy technologies and policies). In addition, the bill directs (1) increased U.S. engagement in international economic forums (e.g., G-7 and the World Economic Forum) related to climate action, including with a specific focus on China; and (2) efforts by the U.S. International Finance Development Corporation and U.S. representatives at international financial institutions to prioritize renewable energy projects and advance other climate-related policy objectives. The bill also establishes foreign assistance, financing mechanisms, and other programs to support developing countries transition to renewable energy and reduce carbon emissions. Furthermore, the bill outlines climate-related foreign policy and programs for particular regions (the Arctic, sub-Saharan Africa, the Caribbean, Europe, and North America) and countries (China, India, Brazil, and Indonesia). The bill also addresses climate change and its effects on women and girls.

HR 5665: Combating International Islamophobia Act

Combating International Islamophobia Act This bill establishes within the Department of State the Office to Monitor and Combat Islamophobia and addresses related issues. The office shall monitor and combat acts of Islamophobia and Islamophobic incitement in foreign countries. The bill establishes the position of Special Envoy for Monitoring and Combating Islamophobia, who shall head the office. The bill also requires certain existing annual reports to Congress about human rights and religious freedom in foreign countries to include information about Islamophobia, such as information about (1) acts of physical violence or harassment of Muslim people, (2) instances of propaganda in government and nongovernment media that attempt to justify or promote hatred or incite violence against Muslim people, and (3) actions taken by a country's government to respond to such acts. The office shall coordinate and assist in preparing these portions of the reports. No funds made available pursuant to the bill may be used to promote or endorse a boycott, divestment, and sanctions movement ideology (i.e., economic measures against Israel or Israel-related individuals or organizations) or used to promote or endorse a Muslim ban.

Get Foreign Money Out of U.S. Elections Act This bill imposes prohibitions and requirements related to campaign contributions and expenditures from foreign sources. HR 6261: African American History Act

African American History Act This bill authorizes the National Museum of African American History and Culture to carry out educational programs and related activities. Such activities include developing and making available accurate, relevant, and accessible resources to promote the understanding of African American history; and expanding the collection acquisition and collection access processes, including conservation and digitization. The museum may also develop and maintain on its website content designated for educators, students, and families to improve their awareness and understanding of African American history.

HR 6287: Homeless Children and Youth Act of 2021

Homeless Children and Youth Act of 2021 This bill modifies definitions relating to homeless individuals and homeless children or youth as used by the Department of Housing and Urban Development (HUD) to verify eligibility for HUD homeless assistance programs, including the Continuum of Care program. Specifically, the bill aligns these terms with the definitions of homeless used to verify eligibility for other federal assistance programs. The definitions are also amended to increase access to federal homeless programs by homeless children, youth, and families. Additionally, the community-wide homeless management information system shall be made available to the public on HUD's website.
