Securing the Rights our Veterans Earned Act or the SERVE Act This bill provides eligibility for specified Department of Veterans Affairs benefits to former members of the Armed Forces who were separated or discharged (honorably or otherwise) by reason of sexual orientation or gender identity.

SJRES 25: A joint resolution proposing an amendment to the Constitution of the United States relating to contributions and expenditures intended to affect elections.

This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

HRES 653: Supporting the goals to protect United States military personnel from malaria.

This resolution expresses that the House of Representatives supports the goals of researching new interventions to prevent and treat malaria and encourages continued leadership by the United States to ensure that service member health is not jeopardized by vector-borne disease. The resolution also supports sustained or enhanced efforts to ensure that once malaria is eliminated in a country it does not return.

S 2758: Stock Buyback Accountability Act of 2021

Stock Buyback Accountability Act of 2021 This bill imposes a 2% excise tax on the value of any stock of certain publicly-traded domestic and foreign corporations repurchased (i.e., redeemed) by such corporations. The bill allows exemptions from the tax for repurchases that are part of a reorganization, for repurchased stock that is contributed to an employer-sponsored retirement plan or employee stock ownership plan, for repurchased stock whose value does not exceed $1 million, and for repurchases treated as dividends.

HR 267: 2020 WHIP+ Reauthorization Ac

2020 WHIP+ Reauthorization Act This bill expands disaster indemnity programs through which the Department of Agriculture provides payments to agricultural producers for crop and milk losses resulting from hurricanes, wildfires, and other qualifying natural disasters. In particular, the bill extends the Wildfire and Hurricane Indemnity Program Plus (WHIP+), the On-Farm Storage Loss Program, and the Milk Loss Program to make losses that occurred in the 2021 and 2022 calendar years eligible for payments. Under current law, these programs provide disaster payments to agricultural producers with crop and milk losses resulting from qualifying natural disasters that occurred in the 2018 and 2019 calendar years.

HR 5285: Extend Unemployment Assistance Act of 2021

Extend Unemployment Assistance Act of 2021 This bill extends pandemic unemployment compensation provisions set to expire on September 6, 2021, until February 1, 2022. Extended provisions include benefits to covered individuals who are not eligible for regular unemployment compensation or traditional extended benefits, the $300 weekly benefit increase, waiting week benefits, and federal reimbursement of short-time compensation. The bill also increases the maximum duration of compensation from 79 weeks to 100 weeks.

S 2751: Farmworker Smoke and Excessive Heat Protection Act of 2021

Farmworker Smoke and Excessive Heat Protection Act of 2021 This bill provides protections for farmworkers from occupational exposures to wildfire smoke and excessive heat. Specifically, the bill establishes an initial occupational safety and health standard that requires agricultural operation employers to provide farmworkers with appropriate equipment to protect them from wildfire smoke (e.g., N95 masks or N100 masks) and excessive heat exposure (e.g., water and cooling facilities). Employers must also provide farmworkers with materials about how to use the equipment and the risks associated with exposure to wildfire smoke and excessive heat. Under the standard, workers are required to use the appropriate protective equipment when air quality or heat reaches a dangerous level. In addition, the Occupational Safety and Health Administration (OSHA) must promulgate an occupational safety and health standard that provides at least the same level of protection as the initial standard. OSHA must also provide technical assistance to employers on how to comply with the standards and develop sample training and education materials that may be used by employers.

S 2752: Do No Harm Act

Do No Harm Act This bill prohibits the application of the Religious Freedom Restoration Act of 1993 (RFRA) to specified federal laws or the implementation of such laws. Currently, RFRA prohibits the government from substantially burdening a person's exercise of religion even if the burden results from a rule of general applicability, except in furtherance of a compelling governmental interest when using the least restrictive means. Under the bill, RFRA is inapplicable to laws or the implementation of laws that protect against discrimination or the promotion of equal opportunity (e.g., the Civil Rights Act of 1964); require employers to provide wages, other compensation, or benefits, including leave; protect collective activity in the workplace; protect against child labor, abuse, or exploitation; or provide for access to, information about, referrals for, provision of, or coverage for, any health care item or service. The bill prevents RFRA from being used to deny (1) goods or services the government has contracted, granted, or made an agreement to provide to a beneficiary of or participant in a program or activity funded by such government contract, grant, agreement, or other award; or (2) a person's full and equal enjoyment of a government-provided good, service, benefit, facility, privilege, advantage, or accommodation. In order for a person to assert a RFRA claim or defense in a judicial proceeding, the government must be a party to the proceeding.

S 2756: A bill to posthumously award a Congressional Gold Medal, in commemoration of the service members who perished as a result of the attack in Afghanistan on August 26, 2021, during the evacuation of citizens of the United States and Afghan allies at Hamid Karzai International Airport, and for other purposes.

This bill posthumously provides for the award of a Congressional Gold Medal in commemoration of the 13 service members who died on August 26, 2021, while stationed at Hamid Karzai International Airport in Afghanistan.
