HR 7791: Access to Baby Formula Act of 2022

Access to Baby Formula Act of 2022 This bill authorizes the Department of Agriculture (USDA) to take certain actions to address emergencies, disasters, and supply chain disruptions (particularly the shortage of infant formula in the United States) affecting participants of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The bill directs USDA to require each infant formula cost containment contract to include remedies in the event of an infant formula recall, including how an infant formula manufacturer would protect against disruption to WIC participants in the state. USDA must, within 30 days, ensure there is a memorandum of understanding with the Department of Health and Human Services that includes procedures for coordination and information sharing regarding any supply chain disruption, including a supplemental food recall. The bill also authorizes USDA to waive or modify any WIC qualified administrative requirement during emergencies, disasters, and supply chain disruptions. Specifically, USDA may waive or modify such a requirement for one or more state agencies if (1) the requirement cannot be met by state agencies during the emergency, disaster, or disruption; and (2) the modification or waiver is necessary to provide assistance to WIC participants and does not substantially weaken the nutritional quality of supplemental foods. For example, USDA may waive the maximum monthly allowance for infant formula. The bill establishes notification requirements for USDA and state agencies related to supply chain disruptions.

HR 7842: Protecting Families and the Solvency of the National Flood Insurance Program Act of 2022

Protecting Families and the Solvency of the National Flood Insurance Program Act of 2022 This bill revises the National Flood Insurance Program and expands assistance for properties that have experienced repetitive flood-related losses. For example, the bill expedites the voluntary buyouts of such property. Additionally, the bill requires community plans for addressing repetitive loss properties and expands mitigation assistance for repairs to structures facing repetitive losses. The bill also addresses the equity of NFIP mitigation assistance by requiring equity considerations in eligibility determinations, waiving the matching requirement for underserved communities, and expanding predisaster hazard mitigation assistance to high-risk communities.

S 4274: National Wildland Fire Risk Reduction Program Act of 2022

National Wildland Fire Risk Reduction Program Act of 2022 This bill directs the President to establish a National Wildland Fire Risk Reduction Program to achieve major measurable reductions in the losses of life, property, and natural resources from wildland fires. This program shall coordinate federal efforts to improve the assessment of fire environments and the understanding and prediction of wildland fires, associated smoke, and their impacts; develop and encourage the adoption of science-based and cost-effective measures to enhance community resilience to wildland fires, to prevent and mitigate wildland fire and associated smoke impacts and to restore natural fire regimes in fire-dependent ecosystems; and improve the understanding and mitigation of the impacts of climate change, drought, and climate variability on wildland fire risk, frequency, and severity and inform the other goals described here. Not later than 90 days after enactment of this bill, the National Institute of Standards and Technology (NIST) shall establish an Interagency Coordinating Committee on Wildland Fire Risk Reduction to oversee the planning, management, and coordination of the program. The committee shall submit a strategic plan for the program to Congress. The Government Accountability Office shall submit a report to Congress on the progress and performance of the program. Further, the bill sets forth the responsibilities of NIST, the National Science Foundation, the National Oceanic and Atmospheric Administration, the Federal Emergency Management Agency, the National Aeronautics and Space Administration, the Environmental Protection Agency, and the Department of Energy with respect to the program.

S 4260: Palliative Care and Hospice Education and Training Act

Palliative Care and Hospice Education and Training Act This bill requires the Department of Health and Human Services (HHS) to take a series of actions relating to palliative-care training. Specifically, HHS must provide support for Palliative Care and Hospice Education Centers. The centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced-education nursing degrees, social-work degrees, or advanced degrees in physician-assistant studies in palliative care. HHS may provide support to medical schools, teaching hospitals, and graduate medical-education programs for training physicians who plan to teach palliative medicine. HHS must (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development, (2) support entities that operate a Palliative Care and Hospice Education Center, (3) support individuals in specified fields who are pursuing an advanced degree in palliative care or related fields, and (4) award grants to nursing programs to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Repeatedly Flooded Communities Planning Assistance Act of 2022 This bill requires communities that participate in the National Flood Insurance Program to develop a plan for mitigating flood risks to repeatedly damaged areas. Food and Agribusiness Merger Moratorium and Antitrust Review Act of 20 22 This bill places a moratorium on certain acquisitions between large agricultural and retail-related businesses and establishes the Food and Agriculture Concentration and Market Power Review Commission. The commission shall report to Congress and the President on (1) the nature and consequences of market concentration in the U.S. food and agricultural economy, and (2) recommended legal and regulatory changes to address such market concentration.

S 4239: Sustaining Our Democracy Act

Sustaining Our Democracy Act This bill establishes and provides funds through FY2032 for the State Election Assistance and Innovation Trust Fund for purposes of promoting election activities. Specifically, the bill establishes the Democracy Advancement and Innovation Program, through which the Office of Democracy Advancement and Innovation (also established by this bill) shall make allocations to states for carrying out democracy promotion activities. These activities include improving the administration of federal elections, recruiting and training nonpartisan election officials and poll workers, and increasing voting access. The bill requires each state, in order to receive allocated funds, to (1) submit a plan for approval that describes how the state will distribute resources and carry out democracy promotion activities, and (2) establish uniform and nondiscriminatory state-based administrative complaint procedures. The bill prohibits states from using funds for certain activities, including any activity that diminishes the ability of any eligible voter to participate in the electoral process.

Clean Energy for All Homes Act This bill make the tax credit for residential energy efficient property refundable after 2022. It also requires that residential energy efficient property placed in service after 2022 must be installed by a qualified installer. A qualified installer must provide an owner of a residence with certain information, including a written receipt of the purchase and installation of the property and an installation identification number.
