Added a mandatory requirement that all nutrient analysis and testing for poultry waste must be conducted by a qualified laboratory certified by the Department of Environmental Quality and approved by the Department of Agriculture.
Expanded the required contents of the Nutrient Management Plan to include specific calculations for land application rates, legal descriptions and coordinates of land used, and explicit controls for runoff and erosion based on site conditions.
Clarified that compliance with a Nutrient Management Plan developed under the bill is automatically considered compliant with Best Management Practices.
Added provisions allowing for exceptions to storage requirements in emergency situations, such as when a contract poultry grower must take actions required by an integrator to prevent pollution.
