HB 1383 modifies Oklahoma's waterfowl hunting rules, primarily affecting nonresident hunters on public lands. It sets higher fees for nonresidents ($30 license vs. $20 for residents), creates a temporary $100-$175 "substitute" license for those arrested without proper permits, and restricts nonresidents to hunting waterfowl only on public lands south of I-40 and east of I-35 on Monday-Thursday (prohibiting Friday-Sunday hunting).
