Child care; modifying continuing education requirements. Effective date.

SB 428 requires child care facility teachers and directors in Oklahoma to obtain and maintain an Oklahoma Professional Development Ladder (OPDL) certificate within 12 months of employment. It establishes a two-year cycle for renewing this certification and all other required continuing education for child care staff. The bill also mandates infant safe sleep training every two years for anyone working with infants under one year old. These requirements apply to all child care personnel and take effect November 1, 2025.
