This constitutional amendment (HJR 1025) changes the membership rules for Oklahoma's Judicial Nominating Commission, which selects candidates for state appellate judicial positions. It modifies how members are appointed: the Governor now appoints six lay members (with no legal practice in Oklahoma), the Senate President appoints six bar members (who must be active bar members), and three at-large members are selected with party balance limits (no more than two from one party). The amendment removes the requirement for the Oklahoma Bar Association to elect members, instead having the Senate President appoint bar members directly, and sets term lengths and vacancy procedures. These changes would take effect as current commission terms expire or vacancies occur.
