Eminent domain; oil and gas pipelines; reimbursement of expenses; effective date.

HB 2089 requires entities seeking to acquire land via eminent domain for oil and gas pipelines to reimburse property owners for reasonable attorney, appraisal, engineering, and expert witness fees when the condemnation fails (property not acquired, proceeding abandoned, or jury award exceeds the commissioner's award by 10% or more). This applies directly to landowners whose properties are targeted for pipeline projects but not taken, and to the pipeline companies or agencies initiating the proceedings. The bill amends Oklahoma statutes to mandate this reimbursement from the condemning entity, not the property owner, and clarifies notice requirements for parties in condemnation cases. It becomes effective November 1, 2025.
