HB 1352 repeals Oklahoma's 2022 Large-scale Economic Activity and Development Act and modifies its funding mechanisms. It creates a "LEAD Fund" in the State Treasury to manage rebates under the repealed law but requires all unspent funds to transfer to the General Revenue Fund by April 15, 2023 (or July 1, 2025, if conditions aren't met). The bill also directs leftover funds to the State Transportation Fund for highway construction if no qualifying investment commitments are secured by April 15, 2023. It takes effect July 1, 2025.
