HB 1331 strengthens penalties for trespassing on or damaging critical infrastructure in Oklahoma. It increases misdemeanor fines to $1,000 or 6 months jail for unauthorized entry, and felony penalties to $100,000 or 10 years for damaging equipment. The law defines "critical infrastructure" broadly to include power plants, water facilities, pipelines, cell towers, and prisons. It also imposes 10x fines on organizations conspiring in these crimes. The bill takes effect November 1, 2025.
