HB 1118, the "Freedmen of Oklahoma Act," requires federally recognized Oklahoma tribes that fail to grant citizenship rights to freedmen descendants (descendants of formerly enslaved people) under their historical treaties to forfeit all state cooperative agreements, contracts, and state funds received for tribal benefits. The Oklahoma Attorney General would enforce this by filing court cases against non-compliant tribes. The bill also creates the Freedmen of Oklahoma Commission - appointed by the governor and legislative leaders - to study the economic and social impacts of 1866 treaties and tribal citizenship policies for freedmen descendants. The law takes effect November 1, 2025.
