Home-and community-based services; creating the Developmental Disability Services Revolving Fund. Effective date. Emergency.

This bill creates a permanent revolving fund within the Oklahoma State Treasury to manage money for home- and community-based services for individuals with developmental disabilities. The fund will specifically hold state share contributions from four existing waivers: the In-Home Supports for Adults Waiver, the In-Home Supports for Children Waiver, the Homeward Bound Waiver, and the Community Waiver. Once established, the Department of Human Services will be authorized to use these accumulated funds to pay for services without being restricted by annual budget cycles. The legislation takes effect on July 1, 2024, and includes a declaration of emergency to allow it to become active immediately upon approval.
