This bill authorizes the Oklahoma Capitol Improvement Authority to use $27.5 million from the Legacy Capital Financing Fund to help the Oklahoma State Bureau of Investigation build, renovate, or expand its headquarters and related facilities. The legislation allows the Authority to release these funds in separate installments and permits the creation of memoranda of understanding with state agencies to assist with the project, provided these agreements do not create a legal obligation for the state. The law also requires that any recapitalization payments be made according to existing Legacy Capital Financing Act rules and sets the effective date for the bill as July 1, 2024.
