S 3341: Investing in All of America Act of 2025

S 3341, the Investing in All of America Act of 2025, modifies rules for Small Business Investment Companies (SBICs) to adjust their debt limits and expand eligible investments. It lowers the maximum leverage ratio for certain SBICs from $300 million to $200 million and sets a new $125 million cap on excluded investments for companies funding businesses in rural areas, critical technology sectors, or small manufacturers. The bill specifically affects SBICs licensed under the Small Business Investment Act of 1958 and the businesses they finance in targeted geographic or industry areas. Key changes include revised financial thresholds and updated definitions for "rural" and "critical technology" to qualify for debt exclusions. These provisions directly alter how SBICs calculate allowable debt when supporting small businesses.

S 3317: Water Resources Technical Assistance Review Act of 2025

This bill requires the Government Accountability Office (GAO) to conduct a comprehensive review of all Environmental Protection Agency (EPA) clean water technical assistance programs within one year of enactment. The review will examine how the EPA selects and partners with technical assistance providers, matches services to community needs (including economically distressed areas), avoids duplication, and helps communities access other water infrastructure programs. The GAO must report findings and recommendations to Congress, and the EPA must then submit annual plans detailing how it implements those recommendations. This directly affects the EPA’s management of clean water technical assistance and the States, Tribes, local governments, and organizations that receive this support.

S 3339: AI Workforce PREPARE Act

The AI Workforce PREPARE Act requires the Department of Labor to collect and analyze data on how artificial intelligence affects jobs, including tracking AI adoption by employers and forecasting impacts on specific occupations. It establishes an AI Workforce Research Hub to lead this effort, mandates new survey questions about AI in the workplace, and requires employers to disclose when AI contributes to mass layoffs. The bill creates detailed employment forecasts for occupations most affected by AI, with prediction intervals showing uncertainty ranges, and aims to integrate this data into workforce training programs. These provisions are designed to help workers, employers, and policymakers prepare for AI-driven changes in the labor market.

HR 6413: Workforce Flexibility Act

The Workforce Flexibility Act amends the Workforce Innovation and Opportunity Act (WIOA) by removing a specific eligibility requirement for youth programs. It eliminates the "out-of-school priority," which previously limited certain workforce services to youth not enrolled in school. This change directly affects youth programs under WIOA, allowing them to serve a broader group of young people without that prior restriction. The bill makes a technical adjustment to program eligibility rules, not a major policy shift.

HR 6400: Rx ACCESS Act

The Rx ACCESS Act improves prescription drug access for TRICARE beneficiaries, including military service members, retirees, and their families, by establishing fair reimbursement standards for pharmacies and expanding medication choice. It requires pharmacies to be reimbursed at actual drug costs (or the national average drug cost for certain medications) plus a standard dispensing fee, while banning hidden fees like point-of-sale charges. Starting October 1, 2026, beneficiaries can choose how they receive non-generic medications for ongoing health conditions. The law also mandates annual audits to verify reimbursement fairness and ensure pharmacy networks provide accessible care, especially in rural and underserved areas.

HR 6375: 21st Century STEM for Girls and Underrepresented Minorities Act

This bill creates federal grants to support STEM education programs for girls and underrepresented minorities in K-12 schools. It directs $250,000 annually per grant to school districts serving high-poverty communities (with at least 40% students eligible for free/reduced lunch) to fund specific activities like after-school STEM programs, teacher training on reducing bias, mentorship, parental engagement, and summer camps. The grants require schools to track student participation and academic progress in STEM through annual evaluations. The program aims to increase opportunities for these students to develop skills and pursue STEM careers, while ensuring funds supplement - rather than replace - existing resources.

HR 6406: Parental Workforce Training Act

HR 6406, the Parental Workforce Training Act, provides federal grants to local workforce boards to help parents cover childcare costs while participating in job training programs. It directly affects parents with dependent children who are enrolled in employment and training activities under the Workforce Innovation and Opportunity Act (WIOA). The bill authorizes $10 million in funding to award competitive grants, allowing local boards to provide direct childcare subsidies to eligible individuals through their chosen providers (as long as they meet state/local quality standards). Local boards must report on participant enrollment and program completion rates within one year of grant implementation. This is a concrete policy change establishing a new childcare support mechanism within existing workforce programs.

HR 6046: Broadband and Telecommunications RAIL Act

This bill streamlines the process for broadband providers to install facilities in public rights-of-way near rail corridors and on railroad property. It requires providers to notify railroads when placing facilities in intersecting areas (with specific details) and to submit formal applications for railroad rights-of-way, including engineering plans and safety details. Railroads can only deny applications for safety reasons (like infrastructure damage or passenger risk) and must charge providers only for actual safety-related costs. Disputes over approvals or fees are resolved by the FCC within 90 days, with railroads and providers required to follow safety standards and industry guidelines. The law aims to balance broadband expansion with railroad safety and operational needs.

HR 6024: BRAVE Act of 2025

Building Resources and Access for Veterans' Mental Health Engagement Act of 2025 or the BRAVE Act of 2025 This bill addresses mental health services and care provided by the Department of Veterans Affairs (VA), including matters related to personnel, Vet Center administration, care for women veterans, and access to care. The bill authorizes the VA to waive the licensure or certification requirement for individual licensed professional mental health counselor appointees for a reasonable period of time. The bill also extends the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program and increases the maximum annual grant amount. The VA must provide Vet Centers with guidance for assessing outreach activities and implement processes to periodically assess the extent to which (1) veterans and eligible members of the Armed Forces experience barriers to obtaining services at Vet Centers, and (2) Vet Center staff may encounter barriers to providing services. Among other requirements, the VA must also survey and host listening sessions with women veterans to gauge the effectiveness of the VA’s suicide prevention, lethal-means safety, and mental health resources and messaging campaigns; initiate efforts to modify the Recovery Engagement and Coordination for Health-Veterans Enhanced Treatment (REACH VET) program to incorporate risk factors weighted for women; annually offer a mental health consultation to veterans who are receiving compensation for a service-connected disability relating to a mental health diagnosis; and implement a pilot program to provide access to mental health residential treatment programs for veterans with a spinal cord injury or disorder.

HR 5490: Dismantle Foreign Scam Syndicates Act

This bill establishes a new interagency Task Force to dismantle foreign scam operations targeting Americans, particularly through "pig butchering" scams in Southeast Asia. The Task Force, chaired by the Secretary of State, will coordinate efforts across multiple agencies to shut down scam centers, impose sanctions on perpetrators, and support victims of trafficking. It requires a detailed strategy within 180 days and annual reports to Congress on progress, including sanctions imposed and funds recovered. The bill authorizes $30 million for these efforts in fiscal years 2026-2027, focusing on countries like Cambodia, Laos, and Burma where scam centers operate with forced labor.

HR 4397: Muslim Brotherhood Terrorist Designation Act of 2025

This bill would amend the Anti-Terrorism Act of 1987 to designate the Muslim Brotherhood as a terrorist organization and prohibit its operations within the United States. It would require the President to designate the Muslim Brotherhood as a foreign terrorist organization under immigration law and impose new visa restrictions, including immediate revocation of current visas, for individuals identified as members. The bill mandates annual reports from the Secretary of State identifying Muslim Brotherhood branches worldwide and determining which should be designated as terrorist organizations under existing laws. These provisions would directly affect Muslim Brotherhood members, branches, and affiliated organizations seeking entry to or operating within the United States.

HR 4077: GUARD Veterans’ Health Care Act

This bill requires Medicare Advantage and prescription drug plans to reimburse the Department of Veterans Affairs (VA) for health care services provided to veterans enrolled in those plans, including outpatient care, prescription drugs, and inpatient services. It establishes a new process for the VA to recover costs from Medicare plans, requiring these plans to respond to reimbursement claims within 45 days and face penalties for non-compliance, including triple damages for willful violations. The law modifies existing VA authority to recover costs for non-service-connected disabilities by clarifying recovery procedures and requiring Medicare plans to coordinate benefits with VA care. The provisions apply to Medicare plan years beginning January 1, 2026, and directly affect Medicare Advantage organizations and prescription drug plan sponsors that serve veterans. This policy change ensures veterans receive full benefits without double payments by requiring Medicare plans to reimburse the VA for services they cover.
