S 630: Disability Employment Incentive Act

Disability Employment Incentive Act This bill expands tax credits and deductions that are available for employers who hire and retain employees with disabilities. The bill expands the work opportunity tax credit to include the hiring of employees who receive Social Security Disability Insurance (SSDI) benefits. For employers who hire vocational rehabilitation referrals, Supplemental Security Income recipients, or SSDI recipients, the bill also (1) increases the amount of wages that may be taken into account for the credit, and (2) allows an additional credit for second-year wages. With respect to the tax credit for expenditures by eligible small businesses to provide access to disabled individuals, the bill increases the limits that apply to (1) the amount of expenditures that are eligible for the credit, and (2) the gross receipts and full-time employees of eligible small businesses. The bill also expands the tax deduction for expenditures to remove architectural and transportation barriers to the handicapped and elderly. The bill modifies the deduction to (1) increase the limitation on the amount of the deduction, and (2) allow the deduction to be used for certain improvements in the accessibility of i nternet or telecommunications services to handicapped and elderly individuals.

S 650: American Dream Employment Act of 2021

American Dream Employment Act of 2021 This bill permits the compensation of congressional employees who hold a current employment authorization document that was issued pursuant to a grant of (1) deferred action, including under the Deferred Action for Childhood Arrivals Program; (2) deferred enforced departure; or (3) temporary protected status. (Generally, these programs and statuses allow eligible aliens to remain and work in the United States.)

S 646: Stabilize Medicaid and CHIP Coverage Act of 2021

Stabilize Medicaid and CHIP Coverage Act of 2021 This bill requires the Children's Health Insurance Program (CHIP) and state Medicaid programs to provide 12-month continuous enrollment for eligible individuals. The bill also establishes bonus payments for states that implement certain Medicaid enrollment and retention policies for specified categories of individuals (e.g., children), such as aligning income eligibility standards with those of other insurance affordability programs.

S 643: Child Poverty Reduction Act of 2021

Child Poverty Reduction Act of 2021 This bill requires the Department of Health and Human Services (HHS) and the Census Bureau to take certain actions with respect to poverty measures and data related to child poverty. It also requires the National Academy of Sciences to report annually on child poverty and study other issues, such as policies to reduce intergenerational poverty. Specifically, HHS must enter into an agreement with the Census Bureau to annually report an anchored supplemental poverty measure for individuals under the age of 18 and must otherwise collaborate with the bureau to, for example, correct income data to account for underreporting. Currently, the Census Bureau uses the official poverty measure (based on cash resources) and the supplemental poverty measure (based on both cash and certain noncash resources, such as nutrition assistance program benefits) to measure poverty. Anchoring the supplemental poverty measure fixes the poverty threshold at a given point in time and then adjusts it for inflation. HHS must publish resources on its website related to child poverty, and the Census Bureau must release certain economic and survey data at the same time it releases a specific report related to income, poverty, and health insurance coverage in the United States.

S 637: Supporting Early-Career Researchers Act

Supporting Early-Career Researchers Act This bill authorizes the National Science Foundation (NSF) to establish a two-year pilot program to award grants to highly qualified early-career investigators to carry out an independent research program at the institution of higher education chosen by such investigator, to last for a period not greater than two years. In awarding grants, the NSF shall give priority to (1) early-career investigators who are from groups that are underrepresented in scientific research, and (2) early-career investigators who choose to carry out independent research at a minority-serving institution.

S 634: Girls LEAD Act

Girls' Leadership, Engagement, Agency, and Development Act of 2021 or the Girls LEAD Act This bill directs the Department of State and the U.S. Agency for International Development (USAID) to jointly report to Congress a strategy to strengthen the participation of adolescents, particularly girls, in democracy, human rights, and governance. The State Department and the USAID shall (1) implement activities to achieve this goal, including activities to increase adolescent girls' civic and political knowledge and skills and address barriers to political participation; and (2) prioritize foreign assistance funding for democracy, human rights, and governance programs toward achieving the goals in this bill.

S 618: Universal Giving Pandemic Response and Recovery Act

Universal Giving Pandemic Response and Recovery Act This bill allows individual taxpayers who do not otherwise itemize their tax deductions a deduction in taxable years beginning in 2021 or 2022 for charitable contributions. The deduction is limited to one-third of the standard deduction allowed to such taxpayers.

Moving and Fostering Innovation to Revolutionize Smarter Transportation Act or the Moving FIRST Act This bill authorizes through FY2026 the Department of Transportation to award Strengthening Mobility and Revolutionizing Transportation grants to communities of varying sizes to promote technological innovation (e.g., autonomous vehicles, electric vehicles, and roadway electrification) in transportation systems.

American Patriots of WWII through Service with the Canadian and British Armed Forces Gold Medal Act of 2021 This bill directs the award of a Congressional Gold Medal in honor of the dedicated service of U.S. nationals who voluntarily joined the Canadian and British armed forces during World War II. Following the award, the medal shall be given to the Smithsonian Institution for display and research. The U.S. Mint may strike duplicates in bronze.

HR 1694: Stop Militarizing Law Enforcement Act

Stop Militarizing Law Enforcement Act This bill restricts the Department of Defense (DOD) from transferring certain surplus military property to federal, state, or local law enforcement agencies. Specifically, DOD may not transfer to such agencies specified property such as controlled firearms, ammunition, grenade launchers, explosives, certain vehicles or trucks, armored or weaponized drones, certain controlled aircraft, silencers, or long-range acoustic devices. DOD may waive this limitation and transfer certain vehicles or trucks if DOD determines that the transfer is necessary for disaster or rescue purposes or for another purpose where life and public safety are at risk. As a condition for a transfer of allowable property, DOD must require the federal or state agency that receives the property to return the property if the agency is investigated by the Department of Justice for civil liberties violations or is otherwise found to have engaged in widespread abuses of civil liberties. DOD must also periodically submit certain transfer-related information and certifications to Congress. Furthermore, as a condition for transfer, the recipient must receive the approval of its local governing body, provide specified notice to the local community, and submit specified information and certifications to DOD. A federal or state agency that receives controlled property under such a transfer may never take ownership of the property. The bill also eliminates the requirement for DOD to give preference to transfers of property that will be used in counter-drug, counterterrorism, disaster-related emergency preparedness, or border security activities.
