S 3760: CLOSE Act

The CLOSE Act terminates temporary pandemic unemployment benefit programs established under the CARES Act, including Pandemic Unemployment Assistance and Federal Pandemic Unemployment Compensation, after a 30-day grace period following enactment. It also cancels (rescinds) unused federal funds that were allocated for these programs but not yet spent. This directly affects states administering these benefits and individuals who received pandemic-era unemployment support. The bill stops future payments and returns unobligated funds to the Treasury without altering benefits already paid.

HR 7322: True Shutdown Fairness Act

HR 7322, the True Shutdown Fairness Act, requires federal agencies to pay regular wages to most employees and contractor workers during government shutdowns in fiscal year 2026, instead of furloughing them. It applies to all standard federal employees (excluding those on emergency duty) and contractor workers whose jobs would normally halt during a funding gap. Agencies must pay covered employees within 7 days of the bill's enactment for ongoing shutdowns, and contractors receive reimbursement for costs incurred keeping workers paid. The bill also prohibits agencies from implementing layoffs or placing employees on administrative leave for more than 10 days during a shutdown.

HR 7306: CLOSE Act

The CLOSE Act terminates three federal unemployment assistance programs established under the CARES Act, ending all future payments 30 days after the bill's enactment. It cancels unspent funds that were allocated for these programs, requiring states to return unused money to the federal government. This directly affects states administering the CARES Act unemployment programs but does not change current benefits for individuals already receiving assistance. The bill focuses on ending future funding and reclaiming unused resources, with no impact on existing recipients.

HR 7311: Lebanon Election Integrity and Diaspora Voting Protection Act of 2026

This bill authorizes U.S. sanctions against foreign individuals or entities that obstruct Lebanese citizens abroad from voting in Lebanon’s parliamentary elections, as defined by the bill. It targets actions like blocking voter registration, manipulating ballots, intimidating diaspora voters, or undermining election administration under Lebanese law. Key mechanisms include blocking assets, denying U.S. visas, and revoking existing visas for sanctioned parties. The bill requires the President to report to Congress on sanctions implementation, election integrity efforts, and foreign interference risks, with the authority expiring after five years. It directly affects foreign actors interfering with Lebanon’s electoral process, not Lebanese citizens or U.S. policy.

HR 7300: Make Elections Great Again Act

The Make Elections Great Again Act (HR 7300) would require voters to present photo identification to cast ballots in person or by mail for federal elections, with limited exceptions for religious objections or military voters. It would establish new requirements for proving U.S. citizenship during voter registration, including documentary proof of citizenship and proof of state residency. The bill would change mail-in ballot procedures by requiring voters to request mail-in ballots (rather than universal mail-in voting), implementing barcode tracking for mail-in ballots, and setting strict deadlines for ballot receipt. These provisions would apply to all states for federal elections held in 2027 or later, affecting how voters register, vote in person, and submit mail-in ballots for federal office elections.

HR 6866: Securing Smart Investments in our Ports Act

This bill amends existing port infrastructure funding programs to require fair geographic distribution of projects across U.S. regions. It adds new requirements to two key programs: the Port and Intermodal Improvement Program (46 U.S.C. § 54301(a)(6)(B)) and assistance for small inland river/coastal ports (46 U.S.C. § 54301(b)(4)). The key provision mandates that selected projects must ensure equitable representation among all U.S. regions, preventing concentration of funds in specific areas. This directly affects how federal port funding is allocated, requiring the Department of Transportation to consider regional balance when approving projects.

HR 6820: Airline Passenger Compensation Act of 2025

HR 6820, the Airline Passenger Compensation Act of 2025, requires airlines to compensate passengers for significant delays or cancellations caused by the airline itself. It mandates $300 compensation for delays of 3-9 hours and $775 for delays of 9+ hours on domestic or international flights, plus free rebooking on the next available flight if a connection is missed. The Transportation Secretary must issue these regulations within one year of the bill's enactment. This directly affects travelers experiencing airline-caused disruptions, providing specific financial and logistical relief.

HR 6601: CARE for First Responders Act

The CARE for First Responders Act (HR 6601) provides mental health support specifically for first responders, including emergency personnel and 911 operators (defined as "qualified emergency response providers"). It requires the creation of a 24/7 confidential hotline via the 988 Suicide Lifeline, peer support programs staffed by trained responders, and mobile crisis units that offer on-site mental health services during major disasters. The bill mandates trauma-informed, culturally appropriate care and education to reduce stigma around mental health, with a focus on helping responders and their families adjust after disaster work. It authorizes $5 million annually (2026-2030) for these services through grants to state/local health entities.

HR 6464: Affordable Clean Water Infrastructure Act

This bill amends federal water pollution control funding rules to make wastewater services more affordable for low-income communities. It requires states to dedicate at least 20% of their annual federal capitalization grants toward additional subsidies for wastewater infrastructure, with an additional 10% specifically reserved for rural, small, and tribal publicly owned treatment works. States must use these funds to help ratepayers afford wastewater (including stormwater) services, excluding loans with 0% interest rates from counting toward subsidy calculations. The policy directly affects communities served by publicly owned treatment works, particularly in underserved rural and tribal areas, by mandating minimum subsidy levels from state water funds.

HR 4242: Innovate Less Lethal to De-Escalate Tax Modernization Act

This bill exempts certain less-than-lethal projectile devices from federal sales taxes and National Firearms Act restrictions. It directly affects manufacturers, importers, and producers of these devices, which are defined as non-lethal tools (like rubber bullets or beanbag rounds) designed not to cause serious injury and unable to be easily converted to use standard firearm ammunition. Key mechanisms include a 90-day classification process for manufacturers seeking exemption, an annual public list of approved devices, and annual congressional reports on devices excluded from the exemption. The policy change applies to devices meeting specific safety criteria, such as projectile velocity limits and design features preventing misuse as conventional weapons.

HR 7296: SAVE America Act

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.
