HR 3708: Advancing Tech Startups Act

Advancing Tech Startups Act This bill requires the Department of Commerce to study and report on the impact of technology startup companies and small businesses on the U.S. economy. Such study shall involve, among other things, (1) describing the activities of identified locations that are dedicated to the creation, development, and growth of technology startup companies and small businesses; (2) establishing a list of federal agencies asserting jurisdiction over entities and industry sectors dedicated to technology startup companies and small businesses; and (3) assessing risks and trends in relevant marketplaces and supply chains that impact technology startup companies and small businesses in the United States. Commerce must report to Congress the results of such study and any recommendations to promote the creation, development, and growth of technology startup companies and small businesses.

HR 3731: Sensible, Timely Relief for America’s Nuclear Districts’ Economic Development Act of 2021

Sensible, Timely Relief for America's Nuclear Districts' Economic Development Act of 2021 or the STRANDED Act of 2021 This bill provides resources to communities affected by stranded nuclear waste. The bill defines stranded nuclear waste as nuclear waste or spent nuclear fuel stored in dry casks or spent fuel pools at the site of an eligible civilian nuclear power plant. Specifically, the bill provides a first-time homebuyer tax credit for homeownership in nuclear affected communities. In addition, the bill directs the Economic Development Administration to establish a competitive prize competition to award prizes to affected communities for proposals to carry out alternatives to nuclear facilities, generating sites, and waste sites. The bill also provides grants to nuclear-affected communities to (1) offset the economic and social impacts of stranded nuclear waste on such communities, and (2) support such communities that are facing decreased tax revenues or assessed valuation as a result of decommissioning a civilian nuclear power plant.

HR 3711: SELF DRIVE Act

Safely Ensuring Lives Future Deployment and Research In Vehicle Evolution Act or the SELF DRIVE Act This bill establishes the federal role in ensuring the safety of highly automated vehicles by encouraging the testing and deployment of such vehicles. A highly automated vehicle is a motor vehicle, other than a commercial motor vehicle, that is equipped with an automated driving system capable of performing the entire dynamic driving task on a sustained basis. The bill preempts states from enacting laws regarding the design, construction, or performance of highly automated vehicles or automated driving systems unless such laws enact standards identical to federal standards. The Department of Transportation (DOT) must require safety assessment certifications for the development of a highly automated vehicle or an automated driving system. Manufacturers of highly automated vehicles must develop written cybersecurity and privacy plans for such vehicles prior to offering them for sale. The bill applies certain safety exemptions and testing standards to highly automated vehicles. DOT must (1) inform prospective buyers of highly automated vehicles of the capabilities and limitations of such vehicles; (2) establish the Highly Automated Vehicle Advisory Council to, among other things, develop guidance regarding mobility access for the disabled, elderly, and underserved populations; (3) require all new passenger motor vehicles less than 10,000 pounds to be equipped with a rear seat occupant alert system; and (4) research updated safety standards for motor vehicle headlamps.

HR 2468: Made in America Act of 2021

Made in America Act of 2021 This bill requires that materials used in carrying out federal infrastructure aid programs are made in the United States. The term produced in the United States means, in the case of iron or steel products, that all manufacturing processes for the iron or steel product, from the initial melting stage through the application of coatings, occurred in the United States; manufactured products, that the product was manufactured in the United States and that the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 50% of the total cost of all components of the manufactured product; and construction materials, that all manufacturing processes for the construction material occurred in the United States. The Department of Commerce must (1) issue uniform standards that define the term all manufacturing processes for purposes of this bill, and (2) take into consideration and seek to maximize the jobs benefited or created in the production of the construction material. The bill requires that all steel, iron, manufactured products, non-ferrous metals, plastic, concrete and aggregates, glass (including optical glass), lumber, and drywall used in these programs be produced in the United States. Includes within infrastructure addressed by this bill federal-aid highways, railroads, public transportation, civil aviation, drinking water, and stormwater.

HR 2462: Abandoned Mine Land Reclamation Fee Reauthorization Act of 2021

Abandoned Mine Land Reclamation Fee Reauthorization Act of 2021 This bill reduces the fee certain coal mining operations must pay to the Abandoned Mine Reclamation Fund, reauthorizes such fee through FY2028, and otherwise revises provisions regarding the fund and mine reclamation. Under the existing Abandoned Mine Land Reclamation Program, the Office of Surface Mining, Reclamation and Enforcement (OSMRE) collects a fee from coal mining companies for each ton of coal produced. The fees are deposited into the fund, which may be used to address hazards to public health, safety, and the environment from coal mining sites that were abandoned or unreclaimed as of August 3, 1977. For example, the fund may be used to provide grants to states and Indian tribes to reclaim and clean up land and water affected by such sites. OSMRE's authority to collect the fee expires on September 30, 2021. This bill extends the authority to collect the fee for seven years and reduces the fee for all categories of coal. It also provides additional grants for certain priority sites and revises requirements governing the distribution of grants to states and Indian tribes from the program. In addition, the bill allows states to (1) enter into a memorandum of understanding with relevant states or federal agencies to clean up lands and waters affected by such sites, and (2) partner with a community reclaimer who volunteers to carry out a reclamation project approved by the Department of the Interior.

HR 3685: Hamas International Financing Prevention Act

Hamas International Financing Prevention Act This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.

HR 3675: Drug-Impaired Driving Education Act of 2021

Drug-Impaired Driving Education Act of 202 1 This bill requires the Department of Transportation to provide competitive grants to states to educate the public on the dangers of drug-impaired driving. A state may use the grant to provide funds to local government agencies, Indian tribal governments, and nonprofit organizations in such state that will educate the public on the dangers of drug-impaired driving. A state that receives a grant or an entity using funds provided by a state must use certain evidence and strategies to educate the public, including those recommended by the Congressional Research Service in the publication titled Marijuana Use and Highway Safety , published on May 14, 2019.

HR 3656: Vaccine Access Improvement Act of 2021

Vaccine Access Improvement Act of 2021 This bill modifies the excise tax on certain vaccines to (1) automatically impose the tax on vaccines that the Department of Health and Human Services (HHS) adds to the Vaccine Injury Table, and (2) require HHS to notify the Department of the Treasury and Congress when new vaccines are added to the table. (The excise tax funds the National Vaccine Injury Program, which compensates people who have been injured by vaccines listed on the table.)

Improving Access to Medicare Coverage Act of 2021 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility services.
