Broadband Justice Act of 2021 This bill includes broadband high-speed internet service as a utility subsidized by federally assisted housing programs through utility allowances. The bill also establishes grants and loans for housing providers, public housing agencies, and other public entities to provide access to broadband high-speed internet service to residents of federally assisted housing through the installation of such service and other infrastructure improvements.
Preference for Local Veteran Contractors Act This bill requires the Department of Veterans Affairs (VA) to give preference to local contractors for purposes of awarding contracts for the construction or maintenance of a VA facility or for services provided to a particular VA facility or campus. Local contractors are those who submit a bid or proposal and have principal offices or locations within a 60-mile radius of the VA facility covered by the contract. Per the bill, the VA must publish a public notice explaining why a local contractor was not awarded a contract if another contractor is selected. The bill also updates the order of priority for awarding contracts to small business concerns to include priority for local contractors.
Ensuring Survivor Benefits during COVID-19 Act of 2021 This bill requires the Department of Veterans Affairs to get a medical opinion to determine if a service-connected disability was the principal or contributory cause of death in situations where a veteran's death certificate identifies COVID-19 (i.e., coronavirus disease 2019) as the principal or contributory cause of death, the certificate does not clearly identify any of the veteran's service-connected disabilities as the principal or contributory cause of death, and a claim for dependency and indemnity compensation is filed with respect to the veteran.
Emergency Care for Veterans During COVID Act This bill requires the Department of Veterans Affairs (VA) to furnish veterans who are enrolled in the VA health care system with emergency treatment at non-VA facilities during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The VA may not require such veterans to seek authorization for such emergency treatment during this time. The bill also sets forth the payment rates and procedures for such emergency treatment.
American Innovation and Jobs Act This bill revises and expands the deductibility of research and experimental expenditures to allow immediate expensing of such expenditures. It also allows the amortization over a period of at least 60 months of certain other types of research and experimental expenditures not treated as expenses. The bill increases the maximum amount eligible for the tax credit for new and small businesses and increases to 20% the rate of the credit for business startups.
Trade Security Act of 2021 This bill revises provisions related to the adjustment of U.S. imports due to a national security threat. The bill allows Congress to block a presidential import adjustment through a joint resolution. This provision retroactively applies to adjustments made on or after July 1, 2018. However, it shall not apply to specified steel and aluminum import adjustments. The Department of Defense (currently, the Department of Commerce) must investigate the national security threat of a U.S. import, and report to the President the results of that investigation. Commerce must provide recommendations regarding such imports upon request by the President.
Report and Educate About Campus Hazing Act or the REACH Act This bill requires institutions of higher education (IHEs) that participate in federal student-aid programs to report hazing incidents and implement hazing education programs. Specifically, the bill requires each IHE to disclose hazing incidents that were reported to campus officials in its annual security report. The bill defines the term hazing to mean any intentional, knowing, or reckless act committed by a student, or a former student, of an IHE against another student (regardless of that student's willingness to participate), that (1) is connected with an initiation into, an affiliation with, or the maintenance of membership in an organization that is affiliated with the IHE (e.g., an athletic team); and (2) contributes to a substantial risk of physical injury, mental harm, or degradation or causes physical injury, mental harm, or personal degradation. In addition, each IHE must implement a comprehensive program to prevent hazing, which must include information on hazing awareness, hazing prevention, and the IHE's policies on hazing.
State Fiscal Flexibility Act of 2021 This bill removes a prohibition on states and territories using COVID-19 (i.e., coronavirus disease 2019) relief funding under the American Rescue Plan Act of 2021 to offset a reduction in revenue resulting from a reduction in taxes or a delay in the imposition of a tax or tax increase.
National Aviation Heritage Area Reauthorization Act This bill reauthorizes through FY2036 assistance from the National Park Service for the National Aviation Heritage Area in Ohio.
This resolution supports the designation of Eddie Bernice Johnson Black Women in Science and Technology Month.
Information Transparency & Personal Data Control Act This bill requires the Federal Trade Commission (FTC) to establish requirements for certain entities when they collect, transmit, store, process, use, or otherwise control sensitive personal information. Information relating to an identifiable individual is generally considered sensitive personal information. However, information that is publicly available is not considered sensitive. Specifically, these entities must (1) obtain affirmative consent from users for functionality related to the disclosure of sensitive personal information, (2) publish a privacy and data use policy that is readily understandable, (3) provide users the ability to opt-out of the sharing of their nonsensitive information, and (4) obtain at least once every two years a privacy audit that evaluates the sufficiency of the entity's data privacy and security controls. These requirements do not apply to the collection or sharing of sensitive or nonsensitive personal information for certain purposes such as detecting fraud or identity theft. The bill provides authority for the FTC and state attorneys general to enforce these requirements. Additionally, the FTC must hire 500 new employees to focus on privacy and data security.
Promoting New Manufacturing Act This bill directs the Environmental Protection Agency (EPA) to annually publish information related to preconstruction emission permits issued or denied by the EPA. The EPA must publish such information applicable to FY2016-FY2020 not later than 60 days after the date of enactment. Additionally, the EPA must publish guidance for implementing any final rule that establishes or revises a national ambient air quality standard.
